He said he feels it is prudent to plan <br />for 50 years, but he said he also likes the idea of phasing so we can build to what we <br />need, not what we think we need. He said he thinks staying within the existing watershed <br />is the best choice. <br /> <br /> Mr. Lynch said if we agree with a phased approach, keeping within the existing <br />watershed, and building the dam for the capability of building to 45 feet but building only <br />to 13 feet now, what is the leading option. <br /> <br /> Dr. Brown said there are engineering issues regarding the Mechums pipeline and <br />a new pipeline would improve the stream flows. <br /> <br /> Mr. Frederick said he is prepared to argue the environmental benefits for the <br />Ragged Mountain alternative, but will not focus on details. <br /> <br /> Mr. Lynch said that the regulators commented that the population estimates were <br />5% over the VEC estimates, and asked if this was corrected. He said that we estimated a <br />5% conservation figure and the regulators thought that 10% was more realistic. <br /> <br /> Ms. Hamilton said she understands that we are already ahead of VEC's <br />population estimates. <br /> <br /> Mr. Frederick said that the population estimates were based on the average of four <br />methods. He said the conservation target is still under discussion and we may need to get <br />more data. <br /> <br /> Dr. Brown said that the City and County can explore what we can do regarding <br />conservation and what it will cost. <br /> <br /> Mr. Caravati said we should be having the same discussion about keeping trash <br />local. <br /> <br />REPORT: STRATEGIC PLAN PROCESS TASK FORCE DISCUSSION <br /> <br /> Mr. O'Connell said that staff has suggested composition of the Task Force with <br />the understanding that different representatives of the community will be involved in <br />focus groups. <br /> <br /> Ms. Hamilton said she feels the Task Force membership is heavy on the business <br />and professional community. She said there is no transportation experience. She said she <br />does not see the need for a former Councilor and feels that only one Blue Ridge <br />Apartment Council representative is needed. She said she would like to see a total of 12 <br />to 15 members. <br /> <br /> Mr. Lynch said he agrees with paring down the Task Force and agrees with Ms. <br />Hamilton's comments about a former Councilor and overrepresentation from business. <br />He suggested one from the Chamber of Commerce and one from the real estate <br />community. He said he would like to consider having someone from the School Board or <br />CASBA, or two with strong education background. <br /> <br /> Mr. Schilling said he generally concurs and feels that the former Councilor can <br />go.
