He <br />suggested that we consider having a public safety or law component. <br /> <br /> Mr. Caravati suggested putting the Police Chief or staff on as ex-officio. He said <br />he does not think it is a good idea to limit it to a Darden faculty member. He suggested <br />including someone from the County who is in a policy leadership role. He agreed with <br />having a School Board member or former member and agrees regarding the business <br />representative. He suggesting having someone who owns a business that has over 50 <br />employees and a neighborhood representative. <br /> <br /> Dr. Brown said he agrees with a lot of the comments made. He said he would like <br />to have a number of citizens, at least three, to use to help get the diverse community we <br />are looking for. He said he is not sure we need a former Councilor and someone from the <br />media. He agreed with paring the size down, and said he would be good to include a <br />large business owner. <br /> <br /> Mr. Lynch said that rather than having a representative from real estate and the <br />Chamber, we should ask the Chamber for one small business owner and one with over 50 <br />employees. <br /> <br /> Responding to a question from Mr. O'Connell, Council agreed there should be a <br />transportation representative. <br /> <br /> Mr. Schilling said he sees the BRAC separate from the Chamber of Commerce, <br />and suggested having either someone from BRAC or the Association of Realtors. <br /> <br />Dr. Brown said he would like to have more than one citizen. <br /> <br /> Mr. Lynch said he would add one School Board representative and one <br />representative from CASBA. <br /> <br /> It was the consensus of Council to have the membership of the Strategic Planning <br />Task Force as follows: 1 Planning Commission member, 1 City Council Member, 1 U. <br />Va. Leadership, 1 social service agency leader, 2 persons from the Chamber of <br />Commerce (preferable one small and one large business owner), 1 current or retired <br />person with strategic planning and public sector experience, 1 representative of low <br />income community, 1 neighborhood representative, 1 from Blue Ridge Apartment <br />Councilor Charlottesville Area Association of Realtors, 1 County representative, 1 <br />School Board representative, 1 representative of CASBA, and 1 transportation <br />representative. Ex-officio members: Gary O'Connell, Aubrey Watts, Jim Tolbert, and a <br />representative from public safety. <br /> <br />REPORT: AGENCY BUDGET GUIDELINES WORK SESSION AGENDA <br /> <br /> Mr. O'Connell said staff has suggested three major topics for the agency review <br />process work session on July 14th: overview of processes, procedures and timeline for <br />reviewing and funding agencies and other groups; discussion re: current process and <br />desired changes; and determination of Council's priority focus areas for funding <br />agencies. <br /> <br /> Mr. Lynch suggested that Council be provided with information on the first topic <br />a week in advance so time is not spent on this at the meeting. <br /> <br /> Ms. Hamilton said she heard complaints about the current process and asked if <br />there is a mechanism for hearing from agencies. <br /> <br /> Dr. Brown suggested surveying the agencies prior to the meeting. He said he <br />thinks the focus of the work session should be on the bigger picture of the process. <br /> <br /> Mr. Caravati said he thinks it is right to focus on children as they are a big <br />element. He suggested that we also discuss child support offenders as it would help <br />children to do something in that area. <br /> <br /> <br />
