Mr. Caravati said his concern primarily is that there should be some benefit to the <br />City with a special use permit. He said there has not been much effort made to detail <br />what comes back to the City with this request. He said affordable housing in this <br />neighborhood is important. He said he is disappointed that has been no public input, <br />and he would like to see an affirmative effort to bring in the neighborhood. He said <br />he is also disappointed that the mix is changing to more residential as we need <br />commercial space. He said he is prone to put the issue back to allow more <br />neighborhood discussion and to defer the matter until Ms. Hamilton is present as it is <br />close to her neighborhood. <br /> <br />Dr. Brown agreed with Mr. Caravati about deferring the resolution. <br /> <br /> Mr. Lynch made a motion to defer the resolution to the next meeting, and Mr. <br />Caravati seconded the motion. <br /> <br />Dr. Brown asked what Councilors would like to see input wise from the public. <br /> <br /> Mr. Caravati said he would like the applicant to meet with the WCEH <br />neighborhood. <br /> <br /> Mr. Lynch said Mr. Caravati's point about benefit to the City is a good one. He <br />said there should be further articulation of the benefit. <br /> <br /> The Resolution Granting a Special Permit for Increased Density at the 10 Center <br />was deferred by the following vote. Ayes: Dr. Brown, Mr. Caravati, Mr. Lynch, Mr. <br />Schilling. Noes: None. Absent: Ms. Hamilton. <br /> <br /> It was agreed that a second public hearing would be held on the special permit on <br />July 19th. <br /> <br />PUBLIC HEARING/ORDINANCE: REZON1NG EAST SIDE OF RIVERSIDE <br />AVENUE (RIVER'S EDGE, PHASE II) FROM R-2 TO PUD <br /> <br /> Mr. Haluska explained that this is the rezoning request for Phase II of River's <br />Edge, and noted that the land swap with the City, previously approved by Council, is <br />conditional on approval of the rezoning. Mr. Haluska said that the Planning <br />Commission voted 5 - 0 to recommend approval of the rezoning. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Haluska said that the Planning <br />Commission approved a waiver for off-street parking due to adequate on street <br />parking. <br /> <br /> The public hearing was opened, but as there were no speakers the public hearing <br />was closed. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Richard Price, applicant for the <br />rezoning, said that they are proceeding with the Habitat for Humanities connection <br />and are ready to start on the design. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the "AN ORDINANCE <br />AMENDING AND REENACTING THE ZONING DISTRICT MAP <br />INCORPORATED IN SECTION 34-1 OF THE ZONING ORDINANCE OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY THE <br />REZONING OF PARCEL 88.8, CITY TAX MAP 55A (1901 CHESAPEAKE <br />STREET) AND A PORTION OF PARCEL 151, CITY TAX MAP 55A (A <br />PORTION OF RIVERVIEW PARK) FROM R-2 AND 4-1 S TO PUD)" was offered <br />and carried over to the next meeting for consideration. <br /> <br />REPORT: CITYL1NK UPDATE <br /> <br /> Mr. O'Connell said that CityLink Phase I modules went live today.
