RESOLUTION: <br /> <br />Appointing Proxy for JAUNT <br /> <br /> The undersigned hereby appoints Linda Peacock with power of substitution, <br />proxy to act and vote all shares of the undersigned at the annual meeting of the <br />shareholders of JAUNT, Inc., a Virginia Public Service Corporation, on Wednesday, <br />the 13th of July, 2005 and at any adjournments thereof, upon the election of directors, <br />and, in his or her discretion, upon such other matters as may properly come before <br />such meetings. <br /> <br />This proxy shall be valid until June 30, 2006. <br /> <br />ORDINANCE: "AN ORDINANCE TO QUITCLAIM NATURAL <br />GAS L1NES LOCATED IN TOWNWOOD DRIVE IN ALBEMARLE <br />COUNTY TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION" <br />(carried over) <br /> <br />PUBLIC HEARING/RESOLUTION: SPECIAL USE PERMIT FOR HIGHER <br />DENSITY AT 129 l0TM STREET, N.W. (10 CENTER) <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Brian Haluska, Planner in Neighborhood Development Services, explained <br />that the request is to increase residential density to 36 units and to change the mix so <br />there are more residential units than originally planned. Mr. Haluska said that the <br />Planning Commission recommended approval on a 4 to 1 vote, with the vote against <br />on the grounds of lack of affordable units. <br /> <br />Mr. Lynch asked the applicant to comment on the affordability question. <br /> <br /> Mr. Bill Chapman said prices are not yet available for the units and the financial <br />feasibility study has not been finished. He said he anticipates them being in the <br />$200,000 to $300,000 range. He said there is no standard for affordability for <br />condominiums at this time. <br /> <br /> Mr. Caravati asked about outreach to the neighborhood, and Mr. Chapman said <br />there was a lot on the initial site plan. He said the proposal is for a less intensive use <br />and he did not feel it would be controversial. <br /> <br /> Mr. Caravati noted that only 82 parks spaces are required, but the intention is to <br />build 140. <br /> <br /> Mr. Chapman said the additional spaces may be leased to the public, but said <br />there may still be an office element and if so, the parking would be needed. <br /> <br />Dr. Brown asked about the impact of the change on parking and traffic. <br /> <br />Mr. Chapman said there would be more cars if there is more office space. <br /> <br /> Dr. Brown asked if the units will be rental, and Mr. Chapman said they could be <br />either. <br /> <br /> Mr. Lynch expressed concern that the project is loosely defined. He said he <br />favors more residential in that area, but said it may be appropriate to have a dialogue <br />with the neighborhood. He said he would have liked to have seen more of a <br />commitment to affordability. <br /> <br /> Dr. Brown expressed concern that 10th Street is becoming a traffic corridor, but <br />said this would not be that big of an increase and residential fits in with what we want <br />in that area. He said he cannot see a reason not to approve the special permit. <br /> <br /> <br />
