NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, July 18, 2005 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - July 18, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Schilling. Noes: None. Absent for the vote: <br />Mr. Lynch) to meet in closed session for discussion and consideration of appointments to <br />City boards and commissions, as authorized by Section 2.2-371 i(A)(1) of the Virginia <br />Code; and for discussion and consideration of the disposition of publicly held real <br />property at three locations: 1) adjacent to Washington Park between Madison Avenue <br />and Preston Avenue; 2) at the intersection of Ridge Street and Cherry Avenue (parcels <br />145 and 149 on City Tax Map 29); and 3) between South Street and Water Street, where <br />discussion in an open meeting would adversely affect the negotiating strategy of the City, <br />as authorized by Section 2.2-371 l(A)(3) of the Virginia Code. <br /> <br />COUNCIL CHAMBER- July 18, 2005 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />MAYOR' S REPORT <br /> <br /> Dr. Brown said that it has been a real privilege serving as Mayor for the past year. <br />He said he feels good that accessibility to and openness of Council has improved and that <br />meetings now start at 7:00 p.m. and usually end by 10:00 p.m. which is not only more <br />convenient for citizens, but it is easier for the media to cover and report on meetings. Dr. <br />Brown said Council has also scheduled regular work sessions for more in-depth <br />discussion of issues. Dr. Brown said that Council has also done small things such as <br />holding open School Board interviews, for which he thanked Mr. Schilling for suggesting <br />this, and holding regular office hours in City Hall. He said relations between the <br />University, Albemarle County and City have improved. He said still needing <br />improvement is for Council to better set an example for the community in their behavior. <br />He asked that Councilors work hard by behaving with civility and respect and eliminate <br />sarcasm and interruptions. <br /> <br />AWARDS/RECOGNITIONS: 2005 AMBASSADORS FOR CITIES AWARD <br /> <br /> Dr. Brown announced the Charlottesville Area Association of Realtors <br />Ambassador of Cities Award and presented it to Dave Phillips and Benton Downer. <br /> <br /> Mr. Dave Phillips, Chair of Save the Fireworks Foundation, thanked the City for <br />their outstanding efforts in this year's fireworks. <br /> <br />PUBLIC <br /> <br /> Mr. Lee Scouten, 406 Oak Street, opposed the proposed development at the <br />corner of Ridge and Cherry, and expressed concern about the loss of trees, the cemetery, <br />and the fact that the developers wants to be given the right turn lane.
