2 <br /> <br />that summertime is not a good time for Council to consider complicated issues and asked <br />that no public comment be scheduled until after Labor Day on this issue. <br /> <br /> Ms. Carla Manno, 324 7 lA Street, S.W., said that the Fifeville neighborhood <br />association requests that the City annex the wooded land across from Tonsler and <br />requests a review of the Comprehensive Plan to include this land as greenspace. <br /> <br /> Mr. Otis Douglas, 407 Oak Street, said he cannot see an advantage to the <br />proposed development at Ridge and Cherry to anyone other than the developers. He said <br />the development will increase traffic and cause a loss of greenspace and overcrowding. <br />He asked that Council look at the issue carefully. <br /> <br /> Mr. Herb Porter, President of the Fifeville Neighborhood Association, 509 7 lA <br />Street, S.W., said that the suburban style development proposed at Ridge and Cherry does <br />not fit in with the urban neighborhood and does not respect the history and people of the <br />neighborhood. He said the neighborhood association does not support the development. <br /> <br /> Mr. Louis Schultz, 1809 E. Market Street, said that he has reported three erosion <br />impact areas to the City since the adoption of the water protection ordinance, but has <br />received no response from Neighborhood Development Services. He asked Council to <br />look into the matter. <br /> <br />CONSENT AGENDA <br /> <br />Mr. O'Connell said that the appropriation of the Transit Grant has been deferred. <br /> <br /> Ms. Hamilton removed the resolution authorizing the City Manager to sign the <br />special permit application for boat docks on Rivanna Reservoir from the consent agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the following consent <br />agenda items were approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. <br />Hamilton, Mr. Lynch, Mr. Schilling (except Mr. Schilling voted no on the ordinance <br />rezoning 1901 Chesapeake Street for reasons previously stated). Noes: None (except <br />that Mr. Schilling voted no on the ordinance rezoning 1901 Chesapeake Street). <br /> <br />a. APPROPRIATION: $67,121.50 - School Construction Grant (2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville Public School System has received a <br />Commonwealth of Virginia School Construction Grant in the amount of $67,121.50. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $67,121.50 received as a grant from the <br />Commonwealth of Virginia is hereby appropriated the School Small Capital Project <br />Account. (FMS: 24-181-081033-43308; SAP: Fund: 424, Cost Center: 2401001000; <br />Project: P-00034). <br /> <br />b.
