11 <br /> <br />Mr. O'Connell said it could, but it is usually done out of existing budgets. <br /> <br /> Dr. Brown said that as long as this is included in the budget, he does not see the <br />need to add Council's consent. <br /> <br /> Mr. O'Connell noted that there is a check with the Director of Human Resources <br />included in the regulations for the program. <br /> <br /> Ms. Hamilton made a motion to approve the ordinance as it stands, Dr. Brown <br />seconded the motion, and the ordinance entitled "AN ORDINANCE AMENDING <br />ARTICLE II OF CHAPTER 19 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS <br />AMENDED, RELATING TO AN EMPLOYEE RECOGNITION PROGRAM, BY <br />ADDING A NEW SECTION TO BE NUMBERED SECTION 19-8" was offered and <br />carried over to the next meeting for consideration. <br /> <br />RESOLUTION: APPROVE SPECIAL PERMITS FOR BOAT DOCKS ON <br />RIVANNA RESERVOIR <br /> <br />Ms. Hamilton said she wanted to discuss what sort of boat docks these will be. <br /> <br />Mr. Brown said they will be floating docks that extend out about 10 feet. <br /> <br /> Mr. O'Connell said that nothing other than electric motors or paddle boats are <br />allowed in the reservoir. <br /> <br /> Mr. Brown said that Albemarle County determined that the City needed to be a <br />signatory. <br /> <br /> Mr. Caravati said the contract does not speak to maintenance and he does not <br />support it. He said public access to the reservoir is in need of improvement. He said <br />these boat docks only enrich private property. <br /> <br /> Mr. O'Connell said he understands that a new public access has been approved <br />and constructed. <br /> <br /> Mr. Brown clarified that this is a resolution that authorizes the City Manager to <br />sign the application, but it is the County that approves the special permit. <br /> <br /> Mr. Lynch made a motion to approve the resolution and Dr. Brown seconded the <br />motion. <br /> <br /> Dr. Brown noted that Albemarle County manages the property and they just want <br />the city to sign off on it. <br /> <br /> The Resolution Authorizing the City Manager to Sign the Special Permit <br />Application for Boat Docks on Rivanna Reservoir was approved by the following vote. <br />Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch. Noes: None. Abstaining: Mr. Caravati <br />and Mr. Schilling. <br /> <br /> BE IT RESOLVED by the Council for the City of Charlottesville, Virginia that <br />the City Manager is authorized to sign on behalf of the City applications for special use <br />permits for boat docks in Albemarle County, when such dock will extend onto or over <br />real property titled in the name of the City of Charlottesville. Such authority is <br />conditioned on the review of the plans for the boat dock by the City's Environmental <br />Administrator and the issuance of a permit for the dock by the Rivanna Water and Sewer <br />Authority, which permit shall require the abutting property owner to indemnify and hold <br />harmless the City from any liabilities, damages or injuries resulting from the boat dock, <br />and to include the City of Charlottesville as an additional insured under the property <br />owner's liability insurance policy. <br /> <br /> <br />
