13 <br /> <br />enterprises to participate actively in pubfic poficy matters; and, our Chamber is <br />respectful of other citizens and organizations who reasonably disagree; <br /> <br /> WHEREAS, our Chamber states that "Government is the people's business, "and <br />we "... encourage wide pubfic participation... "and that "... the basic structure of state <br />and local government.., is sound... "and, <br /> <br /> WHEREAS, our Chamber applauds the City of Charlottesville, particularly the <br />City Council appointed "City Elections Task Force "for its pubfic process and <br />comprehensive analysis of City elections' strengths and weaknesses which have identified <br />a number of opportunities to enhance a much fuller citizen participation in the City's <br />vitally important democratic processes and governance, <br /> <br /> THEREFORE, BE IT RESOLVED by the Board of Directors of our <br />Charlottesville Regional Chamber of Commerce, that our Chamber befieves that three <br />key modifications to the City's existing "Council-Manager "form of government, based <br />upon the City Elections Task Force Findings direct election ora "presiding Mayor" <br />with the current powers; some election of City Councilors by wards (mixed with at large <br />or all by ward~) and non-partisan election of City pubfic officials offer significant <br />opportunity to enhance citizen participation and overall improved governmental access, <br />responsiveness and effectiveness; and, <br /> <br /> BE IT FURTHER RESOLVED that our Chamber of Commerce supports these key <br />changes to the Charlottesville City Charter and encourages our City Council and state <br />representatives as required to take the appropriate actions to bring these important <br />improvements to fruition. <br /> <br /> Mr. Lynch encouraged attendance at an upcoming meeting with DEQ about future <br />requirements and wastewater treatment costs. <br /> <br /> Mr. Lynch said he has had a question from a citizen about repaving on 10th Street, <br />similar to the concerns expressed on Market Street. <br /> <br /> Mr. Caravati said it is a money issue to fix the drop inlets, and asked that staff <br />provide an idea of what it oosts to bring them up or down. <br /> <br /> Mr. Lynch said the City has not applied for a TEA-21 project in a few years, and <br />if the program is reauthorized, he would staff to look at projects if money becomes <br />available. <br /> <br /> Ms. Hamilton said she has been approached by the Rose Hill neighborhood about <br />feral cats, and asked if there is anything the City can do to address the problem. She <br />asked if this is a problem just in this neighborhood or city wide. <br /> <br />Mr. O'Connell said he was not aware of feral cats being an issue. <br /> <br /> Ms. Hamilton said she has also been approached by the neighborhood about loud <br />businesses that abut neighborhoods, and asked that this issue be teed up. <br /> <br /> Dr. Brown said he would like to get a sense of where this is occurring and how <br />loud the noise is. <br /> <br /> Mr. Lynch suggested having staff contact the offending business as this has <br />helped in the past. <br /> <br /> Mr. O'Connell said that research has been done on the train horn issue since the <br />quiet zone was eliminated. He said data was needed in order to file an appeal. He said <br />the appeal will be filed this week unless there is an objection from Council. <br /> <br />No objection to filing the appeal was made. <br /> <br />Council reconvened in closed session. <br /> <br /> <br />
