389 <br /> <br /> Dr. Brown asked about the legal expense associated with placing a lien and asked <br />if the lien could be removed at some point in time when concerns are more fully <br />addressed. <br /> <br /> Mr. Brown said Council could define a release time to release the security such as <br />filing a site plan, etc. He said he cannot give ball park estimate of the cost. <br /> <br /> Mr. Lynch said that while he understands Mr. Caravati's concern, a lien would be <br />less enforceable than holding them accountable through their annual appropriation. He <br />said if the property defaults, it would be simpler to take it out of next year's budget. <br /> <br /> Dr. Brown said he feels we are supporting a somewhat speculative venture with <br />two of our partners with whom we have a track record. He said he has trust and <br />confidence in them and wants to invest in them and help them do a good project to <br />address specific needs we have. He said he supports the resolution without liens or other <br />conditions. <br /> <br /> Ms. Hamilton agreed with Dr. Brown, but said she would also be comfortable <br />accepting the lien with a release time set at the time master plan documents are available. <br />She said this puts pressure on to make it happen sooner. <br /> <br />Mr. Lynch said the question is what do we want to accomplish with a lien. <br /> <br /> Mr. Caravati said it is a form of security. He said he does not like saying we will <br />not fund them next year. He said a lien is no big deal and would be a $400 to $600 <br />maximum expense. <br /> <br />Dr. Brown called for the vote. <br /> <br /> The Resolution Authorizing $75,000 for Habitat for Humanity was approved by <br />the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch. Noes: None. <br />Abstaining: Mr. Caravati and Mr. Schilling. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes transfer of $75,000 from the Housing Initiatives Fund to <br />Habitat for Humanity to assist in the purchase of property on 5th Street, S.W. Said <br />property will be developed as affordable housing in partnership with Abundant Life <br />Ministries, Inc. <br /> <br />MINUTES: JUNE 21, 23, 28, JULY 5, 14, 18 <br /> <br />Mr. Lynch amended the minutes of June 28, July 5 and July 18. <br /> <br />Ms. Hamilton amended the minutes of July 14. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the minutes of June 21, 23, <br />28 and July 5, 14, 18 were approved, with the minutes of June 28, July 5, 14 and 18 <br />amended, by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton (except <br />Ms. Hamilton abstained from voting on the minutes of June 28 and July 5), Mr. Lynch, <br />Mr. Schilling (except Mr. Schilling abstained from voting on the minutes of June 28). <br />Noes: None. Abstaining: Ms. Hamilton on the minutes of June 28 and July 5 and Mr. <br />Schilling on the minutes of June 28. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />Dr. Brown announced that there will be no August 15th Council meeting. <br /> <br /> <br />
