392 <br /> <br /> Ms. Hamilton said if the property is worthless and unbuildable why not buy it, but <br />Mr. Tolbert said that even though the property has a for sale sign on it they are not <br />responsive if approached. <br /> <br /> Mr. Caravati asked about the definition of median income in Charlottesville in the <br />Housing Strategy and Mr. Tolbert said he will check the minutes when it was discussed. <br /> <br /> Mr. Caravati said the Charlottesville Mural project is a grassroots effort and he <br />thinks it would be a good idea to consider picking up one of the scholarship fees for $150 <br />to show support. He said he will get more information and bring it up at the next <br />meeting. <br /> <br /> Mr. Schilling said he was contacted by a constituent who was concerned and <br />disappointed because it was announced that the last meeting would be aired at another <br />day due to technical difficulties but that was not done. He said this discourages people <br />from participating in the process. <br /> <br /> Mr. O'Connell said Council is now being sent a six month calendar of agenda and <br />work session items and requested their input on items to add. <br /> <br /> Mr. O'Connell said that the construction project reports sent to Council have been <br />reformatted to make them more readable and up to date. He said they are also on the <br />web. <br /> <br /> Mr. Lynch said he appreciates these reports on the web, but they are broken into <br />different files, which is easier to download, but he asked if there could also be a single <br />file version for archival purposes. <br /> <br />Mr. O'Connell said he will check.. <br /> <br /> Mr. O'Connell said Council has been given information on ITS, including <br />financing and locations. <br /> <br /> Mr. O'Connell said staff is working on a court report. He said a budget history is <br />also being put together for Council's October work session. <br /> <br /> On motion by Mr. Schilling, seconded by Ms. Hamilton, Council voted (Ayes: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) to meet <br />in closed session for discussion and consideration of the disposition of publicly held real <br />property between South Street and Water Street, where discussion in an open meeting <br />would adversely affect the negotiating strategy of the City, as authorized by Section <br />2.20371 l(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Hamilton, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />The meeting was adjourned. <br /> <br />President Clerk <br /> <br /> <br />
