He said he thinks the situation will <br />escalate if we do not take steps to de-escalate it. <br /> <br /> Mr. Lynch said it would be helpful if the roads do not line up. He said he does <br />not think this should put on the back burner and wait for the crisis. <br /> <br /> Ms. Hamilton said she does not want to put the progress on the City/County <br />partnership on the Meadowcreek Parkway in jeopardy. <br /> <br /> Mr. Caravati said we should do right for our citizens who overwhelmingly <br />supported this. He suggested that the Mayor contact the Board of Supervisors. He said <br />the barrier can be done away with for a little amount of money. He said we should not <br />change policies based on a few. He said the City argued for a different entrance to <br />Albemarle Place, but the County and VDOT did not agree. He said Sunset Avenue was <br />closed 15 years ago for the same reason. <br /> <br /> Mr. Lynch agreed with Mr. Caravati. He said that when he thinks about the <br />success of Meadowcreek Parkway, it is still a City road to solve a County problem even <br />though it is now designed to be a better road than it was. He said the interchange funds <br />mitigate the effects of the Parkway, but are not a reason to abandon the Meadows <br />neighborhood. <br /> <br />Ms. Hamilton said that is not what she was saying.. <br /> <br /> Mr. O'Connell said that trying to do this at the staff level has not gotten us very <br />far. He said it needs to be on the Council level to have any impact. He said the site plans <br />for Albemarle Place have been approved, and it would be a big deal to change them. <br /> <br /> Mr. Lynch said it would be helpful to pass around old drawings and circulate <br />them to Council. He said he is not trying to prevent connectivity. <br /> <br /> Mr. Schilling proposed following two paths: continue to try on the staff level and <br />have the Mayor draft a letter on behalf of Council to the Chair of the Board and ask for <br />some response. <br /> <br /> Ms. Hamilton suggesting sending plans proposed at that time about what <br />acceptable to us. <br /> <br /> Mr. Lynch said it makes sense to touch base with the neighborhood as well. He <br />said there is benefit to having a simulated barrier. <br /> <br /> Dr. Brown agreed that it is important to know if the neighborhood likes the <br />barrier. <br /> <br /> Regarding drainage, Mr. Tolbert said the problem was brought to the City two <br />years ago He said one property owner on the south side chose not to go along with the <br />75/25 drainage program. He said the only way to help is with the 75/25 split program <br />because the property is not deeded to the City. He said four of five property owners have <br />agreed in principle to pay 25%. He said staff has been working with the mortgage <br />company on the original problem house to get an easement and get 25% or an agreement <br />to give the City the property so it can be resold, but they have not responded. Until they <br />agree we cannot go forward with the project as this property is crucial. <br /> <br /> Mr. Caravati suggested using eminent domain, but Mr. Tolbert said then we could <br />not charge for their share of the cost. <br /> <br /> Dr. Brown suggested holding some type of neighborhood meeting with <br />Councilors, and laying out where the problems are and the steps we are trying to take. <br /> <br />Mr. Tolbert said staff is willing to do that and talk with those impacted. <br /> <br /> <br />
