He said the other amendments are already budgeted, and he thinks <br />it is appropriate to have enhanced benefits for public safety employees. He said he thinks <br />this is an investment we need to make. <br /> <br /> The ordinances entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 19-107 OF ARTICLE IV OF CHAPTER 19 (PERSONNEL) OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, AND ADDING A <br />NEW ARTICLE VI TO CHAPTER 19, SECTIONS 19-150 TO 19-158, ALL <br />PERTAINING TO A PUBLIC SAFETY DISABILITY RETIREMENT BENEFIT" and <br />"AN ORDINANCE AMENDING AND REORDAINING SECTIONS 19-96 AND 19-97 <br />OF ARTICLE IV OF CHAPTER 19 (PERSONNEL) OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, TO UPDATE REFERENCES TO THE <br />RETIREMENT AGE FOR PURPOSES OF QUALIFYING FOR UNREDUCED <br />SOCIAL SECURITY BENEFITS" were offered and carried over to the next meeting for <br />consideration. <br /> <br /> Mr. Caravati, a member of the Retirement Commission, said the disability issue <br />has been discussed by the Commission for two years, and the recommendation was not <br />unanimous. He said we need to look at health coverage and how to finance it. <br /> <br /> Mr. O'Connell said that there are options for new employees that provide portable <br />retirement benefits, and one third of employees are taking the option with no retirement <br />health insurance benefit. <br /> <br /> Mr. Lynch said that at some point we are going to have to reduce the level of <br />benefits. <br /> <br />PUBLIC <br /> <br /> Mr. Dwayne Jones, 207 Raymond Avenue, a City police officer, said that <br />Worker's Comp and disability are different as Worker's Comp ends and disability begins. <br />He said VRS does not have a reduction of benefit if the person is employed elsewhere. <br />He said this is an agreement for the City to take care of the public safety employees for <br />the risk they took. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Caravati said the idea has been discussed about over the long-term having <br />Albemarle County, the University of Virginia, and City adopt a town or city in the <br />hurricane affected areas which would focus on redevelopment. He asked that staff <br />research the possibility, including where and how to help. <br /> <br /> Ms. Hamilton said she thinks that is an excellent point. She said these <br />communities cannot deal with this right now, but she thinks they would welcome such a <br />proposal in the future. <br /> <br /> Mr. Lynch agreed with looking at a longer term process. He asked if Councilors <br />agree to having Public Works send a truck to assist with hurricane cleanup, and <br />Councilors agreed. <br /> <br /> Dr. Brown asked that Mr. Caravati discuss the idea of a sister city with the Board <br />of Supervisors. <br /> <br /> Council agreed to have a forum and open interviews for Planning Commission <br />applicants. <br /> <br /> <br />
