Mr. Peter Kleeman, 407 Hedge Street, said there are pedestrian issues of concern
to him. He said he is concerned that the police have not been giving warnings for
pedestrians trespassing on railroad property. He said the 5th Street mall crossing is
supposed to be permit only, but there has not been strict enforcement of this. He said the
enforcement should be balanced.

Mr. Lynch said Mr. Kleeman makes an excellent point and he encouraged staff to
do this.

Dr. Brown said that the problem is there is not a constant stream at the mall
crossing.

The meeting was adjourned.
