394 <br /> <br />SECOND FLOOR CONFERENCE ROOM - September 6, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Ms. <br />Hamilton) to meet in closed session for discussion and consideration of prospective <br />candidates for appointment to City boards and commissions, as authorized by Section <br />2.2-371 i(A)(1) of the Virginia Code; and for consultation with legal counsel regarding a <br />settlement agreement involving the City as a party defendant, that requires the provision <br />of legal advice by counsel, as authorized by Section 2.2-3711 (A)(7) of the Virginia Code <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER- September 6, 2005 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS: RECOGNIZING FORMER SCHOOL BOARD <br />MEMBERS <br /> <br /> Dr. Brown presented proclamations to outgoing School Board members Byron <br />Brown and Bill Igbani. <br /> <br /> Dr. Brown said that there is a desire in the community to help victims of <br />Hurricane Katrina. <br /> <br /> Mr. Lynch said that immediate, short-term and long-term help is needed for <br />hurricane victims. He said the City Manager has been in touch with officials in the <br />affects areas and the Fire Battalion Chief is now down there. He said the most immediate <br />need is for donations to the Red Cross or Salvation Army. He said there is also a need for <br />more permanent residencies for the victims. He said in the longer term we might <br />establish a sister city relationship with an affected community. <br /> <br />PUBLIC <br /> <br /> Mr. Dale Chadwick, 101 Inglewood Court, also speaking on behalf of Albert <br />Brown of 2207 North Berkshire Road, presented a petition asking that the diverter in <br />their neighborhood be removed as a result of an opinion poll. He said County residents <br />were left out of the original survey conducted by the City. He said there was confusion in <br />the neighborhood about the survey, and many people thought they were voting for speed <br />bumps. <br /> <br /> Dr. Brown said the City is working to set up a meeting to address this issue, and a <br />meeting with the Chairman of the Board of Supervisors and County staff also took place. <br /> <br /> Ms. Ann Wicks Carter, 715 Orangedale Avenue, said that there is a need for an <br />African American Cultural Heritage Center at Jefferson School. She said previous <br />African American schools and other historic buildings have been demolished. She said <br />she hopes Council will continue the African American legacy. <br /> <br /> Ms. Lelia Brown, 316 8th Street, N.W., former chair of the Jefferson School Task <br />Force, said Jefferson School is significant to her and is the last place of significance for <br />the African American community. She said she knows Council will recognize this. <br /> <br /> <br />
