395 <br /> <br /> Ms. Mildred Dean, 1905 Swanson Drive, said that the traffic calming that was <br />installed in her neighborhood to eliminate cut through traffic is working great and she <br />remains very much in favor of it. She said people feel safer walking. <br /> <br /> Ms. Yvonne Shackelford, 731 Prospect Avenue, said that bus route 12 was <br />cancelled and there is now no public transportation available in her neighborhood to the <br />shopping center. She suggested offering the route five times a day, or allowing the entire <br />route and monitoring it to see if full service is feasible. She presented a petition asking <br />that the route be reinstated. <br /> <br /> Mr. John Pfaltz, 1503 Rugby Road, said that he submitted two Freedom of <br />Information requests in July. One of them was about employee resignations and <br />retirements, but he has received no response. He said Council should want to know why <br />so many employees are leaving. He said his second request was about SAP licensing. <br />He said public interactions will be limited, and questioned why we are renting such <br />expensive equipment. <br /> <br /> Rev. Elizabeth Foss, Pastor of Wesley Memorial Church, 1901 Thomson Road, <br />appealed for help in reinstalling the turn lane into the Church parking lot from Emmet <br />Street. She said it was not restriped after repaving and has created an unsafe situation. <br /> <br /> Ms. Mary Reese, 95 Oak Forest Circle, a member of the Board of Wesley <br />Memorial Church Child Care Center, said that there is now no safe and easy access into <br />the Church parking lot. She asked that the City give a timely and positive response. <br />Speaking as Vice Chair of the Jefferson School Task Force, she commended Council for <br />keeping the issue on the agenda and to having the School remain as an historic purpose. <br /> <br /> Ms. Katherine Pettit, 2615 Commonwealth Drive, representing Meadows <br />Presbyterian Church, asked Council to reconsider the closure of Cedar Hill Road because <br />of the impact on the Church. She asked that the Church be given information when the <br />City is planning to do something major. She asked that speed bumps be installed instead. <br /> <br /> Mr. Richard Swisher, 2766 Earlysville Road, representing Meadows Presbyterian <br />Church, said that the closure of the road is diverting traffic onto other roads, and asked <br />that the barrier be removed. <br /> <br /> Mr. Nana A-Ghartey, 322 6 lA Street, presented a proposal to make a City in <br />Ghana a sister city. He encouraged Charlottesville residents to reach beyond our own <br />city. He said he looks forward to discussing the proposal with Councilors. <br /> <br /> Mr. Chris Gensic, 1014 Bolling Avenue, representing the Belmont Neighborhood <br />Association, asked that the speed limit on Monticello Avenue be reduced to 25 mph <br />through the residential zone. He presented a petition requesting this change. <br /> <br /> Mr. James Chang, 1612 Ricky Road, requested that Council disregard the petition <br />previously presented asking that the barrier on Cedar Hill Road be removed. He said the <br />circulators of the petition did not explain the situation or identify who they were. He said <br />a diverter is needed due to development plans for the area. He said he thinks the County <br />can find alternatives. <br /> <br /> Mr. David Blount, Legislative Liaison for the Thomas Jefferson Planning District <br />Commission, said the annual legislative program is being developed, and he asked that <br />Council provide feedback in the near future. He said a draft will be available in late <br />September or early October. <br /> <br /> Mr. William Gentry, Earlysville, said he owns three properties in the North <br />Berkshire neighborhood, and feels that the barrier is an abomination. He said he thinks <br />there is undue agitation regarding Albemarle Place by the neighborhood president. He <br />said he never received a survey from the City, but his name was checked off which he <br />said renders the survey totally useless. He asked that the City start over. He said <br />problems that are just smoke should not be addressed and the City should wait and see <br />what develops. <br /> <br /> <br />
