396 <br /> <br /> Ms. Andrea Wieder, 2331 Highland Avenue, said that the zoning of 212 <br />Raymond Avenue is a concern to the neighborhood. She asked that her letter, map, real <br />estate information, and City reports on the topic be entered into the public record. She <br />said 212 Raymond Avenue is zoned R-2. She said she is not satisfied with the <br />information received from the City. She said Council voted to downzone all surrounding <br />properties and an administrative error caused this one property not to be downzoned. She <br />said Council can fix the error right now. She also presented a petition to Council. <br /> <br /> Ms. Anita Simpkins, 1805 Cedar Hill Road, said she appreciates the results of the <br />diverter in her neighborhood, and said the process was well done. She said cut through <br />traffic has always been a concern. She said several neighborhood meetings occurred <br />before the diverter was approved, and she presented a map showing the proposal for the <br />diverter. She said that the traffic signs have not yet been installed that will help direct <br />traffic. <br /> <br /> Mr. Martin Simpkins, 1805 Cedar Hill Road, said that noise and traffic are way <br />down in his neighborhood due to the diverter and he feels it is very successful. He said <br />the diverter should not be a problem for fire and rescue vehicles. He said he understands <br />that County residents are upset, but said the diverter should only cause an extra minute or <br />two for the detour around it. <br /> <br /> Mr. Jeremy Caplan, Earlysville, said he owns property in the City, and feels that <br />an historic overlay zoning for Venable and the 10th and Page neighborhoods would be <br />good. <br /> <br /> Mr. Richard Sincere, 102 Laurel Circle, Chair of the Electoral Board, said that a <br />lot has changed since voters were disenfranchised in Virginia, and Virginia now has a <br />national reputation for clean elections and Charlottesville is on the cutting edge. He said <br />voters are pleased with the new system and there have been very few complaints about <br />the lack of a paper trail. He said the Electoral Board will not support legislation that <br />supports untested equipment. He said the Electoral Board also adopted a policy that says <br />if Virginia law is changed to require the use of such equipment, they want Charlottesville <br />to be a test site before such equipment is certified and implemented statewide. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, the following consent <br />agenda items were approved by the following vote, with the minutes of August 1 <br />amended by Mr. Schilling, and the minutes of July 22 amended by Mr. Lynch. Ayes: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton (except that Ms. Hamilton abstained from voting <br />on the minutes of July 22), Mr. Schilling (except that Mr. Schilling abstained from voting <br />on the $2,074,605.90 Transit Grants appropriation because he said he has not received <br />requested information from the last meeting). APPROPRIATION: $2,074,605.90 - FY 2006 - Transit Grants (Federal and <br /> State) (2nd reading) <br /> WHEREAS, Federal and State Grant Funds have been awarded to the City of <br />Charlottesville Transit Division in the amount of $2,074,605.90; and <br /> <br /> WHEREAS, the CTS Easy Rider Project in the amount of $60,000 shall not expire at <br />the end of FY 2006, but shall continue until the grant expires on June 30, 2007; and <br /> <br /> WHEREAS, gram funds appropriated for Capital and Operating projects shall not all <br />expire at the end of FY 2006, but shall continue in effect as herein listed. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the following is hereby appropriated into designated <br />accounts within the Transit Fund: <br /> <br />$ 567,468.63 into expenditure account 245-2801001000 <br /> <br /> <br />
