408 <br /> <br /> Dr. Brown announced that approval of the historic design guidelines has been <br />removed from the agenda. <br /> <br />AWARDS/RECOGNITIONS: FLEET E2 ENVIRONMENTAL AWARD <br /> <br /> Dr. Brown announced that the City has received the Fleet E2 Environmental <br />Award, and Ms. Sharon Baxter from the Department of Environmental Quality's <br />Pollution Prevention office, presented the award to Fleet Management in Public Works. <br /> <br />PUBLIC <br /> <br /> Mr. Ted Millich, 1404 Short 18th Street, referred to an article about peak oil, and <br />said that problems have already started and we are headed toward an energy crisis. He <br />said natural gas is also peaking and we need to start preparing for solutions at the local <br />level. In light of this he said we should think hard about developing new roads and <br />subdivisions. <br /> <br /> Rev. R. A. Hailes, 2213 North Berkshire Road, said that the traffic change in his <br />neighborhood will cause problems. He said School buses go through there and there is <br />also a need to consider rescue and fire vehicles. He said this has changed the way he has <br />to get out to Route 29. He said speed bumps should be installed instead. <br /> <br /> Mr. Albert Brown, 2207 North Berkshire Road, said there is going to be a big <br />commotion because of the barrier when it snows and City and County crews meet up <br />there. He asked for a meeting with transportation people. <br /> <br /> Ms. Ruth Monroe, 2214 North Berkshire Road, said that most people in the <br />neighborhood who were surveyed assumed they were voting for speed humps, not <br />diverters. She said people were given misinformation and the situation is unsafe for <br />children. <br /> <br /> Ms. Inge Hull, 103 Inglewood Court, said she circulated a petition to have the <br />diverter removed. She said a small percentage still want the diverters and others say they <br />do not like the diverter and want speed bumps. She said that school buses now have to <br />go through the Hydraulic Road intersection unnecessarily. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Hamilton, the following consent <br />agenda items were approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. <br />Hamilton, Mr. Lynch (except that Mr. Lynch voted no on the public safety retirement <br />ordinances), Mr. Schilling. RESOLUTION: <br /> <br />Adoption of National Incident Management Systems <br />Strategy <br /> <br /> WHEREAS, the City Council of the City of Charlottesville, Virginia does hereby <br />find as follows: <br /> <br /> WHEREAS, the President in Homeland Security Presidential Directive (HSPD)- <br />5, directed the Secretary of the Department of Homeland Security to develop and <br />administer a National Incident Management System (NIMS), which would provide a <br />consistent nationwide approach for Federal, State, and local governments to work <br />together more effectively and efficiently to prevent, prepare for, respond to and recover <br />from domestic incidents, regardless of cause, size or complexity; <br /> <br /> WHEREAS, the collective input and guidance from all Federal, State, and local <br />homeland security partners has been, and will continue to be, vital to the development, <br />effective implementation and utilization of a comprehensive NIMS; <br /> <br /> <br />
