<br /> WHEREAS, it is necessary and desirable that all Federal, State, and local
<br />emergency agencies and personnel coordinate their efforts to effectively and efficiently
<br />provide the highest levels of incident management;
<br />
<br /> WHEREAS, to facilitate the most efficient and effective incident management it
<br />is critical that Federal, State, and local organizations utilize standardized terminology,
<br />standardized organizational structures, interoperable communications, consolidated
<br />action plans, unified command structures, uniform personnel qualification standards,
<br />uniform standards for planning, training, and exercising, comprehensive resource
<br />management, and designated incident facilities during emergencies or disasters;
<br />
<br /> WHEREAS, the NIMS standardized procedures for managing personnel,
<br />communications, facilities and resources will improve the city's ability to utilize federal
<br />funding to enhance local agency readiness, maintain first responder safety, and streamline
<br />incident management processes,
<br />
<br /> WHEREAS, the Incident Command System components of NIMS are already an
<br />integral part of various city incident management activities, including current emergency
<br />management training programs; and
<br />
<br /> WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission)
<br />recommended adoption of a standardized Incident Command System.
<br />
<br /> NOW, THEREFORE, BE IT HEREBY PROCLAIMED by the City Council
<br />of the City of Charlottesville, Virginia, that the National Incident Management System
<br />(NIMS) is established as City standard for incident management.

<br />c. APPROPRIATION: $143,772 - Victim Witness Grant (2nd reading)
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that
<br />the sum of $143,772.00, to be received as a grant from the Virginia Department of
<br />Criminal Justice Services, is hereby appropriated to Fund 209, Cost Center 1414001000
<br />for the purpose of funding the Victim & Witness Assistance Program in the Office of the
<br />Commonwealth's Attorney during fiscal year 2005-2006. This appropriation is
<br />conditioned upon receipt of $143,772 in state and federal funding.

<br />d. APPROPRIATION: $175,000 - Weed and Seed Program Grant (2nd reading)
<br />
<br /> WHEREAS, the City of Charlottesville Weed and Seed Network has been
<br />awarded $175,000 from the Department of Justice Programs via the Community Capacity
<br />Development Office (formerly the Executive Office for Weed and Seed) for the funding
<br />period May 1, 2005 through April 30, 2006; and
<br />
<br /> WHEREAS, In accordance with guidelines established by the U.S. Department
<br />of Justice and the Community Capacity Development Office, decisions regarding how the
<br />$175,000 will be spent are made by the Weed and Seed Network Steering Committee,
<br />chaired by the U.S. Attorney for the Western District of Virginia;
<br />
<br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of
<br />Charlottesville, Virginia, that $175,000 received from the U.S. Department of Justice is
<br />hereby appropriated to fund 211, IO# 1900001 to implement the Weed and Seed strategy
<br />for community improvements focused on law enforcement and community policing, plus
<br />prevention, intervention and treatment services.

<br />$76,746 - Byrne Memorial Justice Assistance Grant
<br />(2nd reading)
<br />
<br /> WHEREAS, the City of Charlottesville ahs received the U.S. Department of
<br />Justice 2005 Byrne Memorial Justice Assistance Grant (JAG) in the amount of $76,746 to
<br />be used for the purchase of approved law enforcement equipment.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Charlottesville, Virginia, that the sum of $76,746 received as a grant from the U. S.
<br />
