412 <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />the "Context Sensitive Design" concept alternative for improvements to Fontaine <br />Avenue, as set forth and described in the Fontaine Avenue Study Final Report dated <br />March 28, 2005, is hereby approved. <br /> <br />PUBLIC HEARING/APPROPRIATION: $2,412,963 - URBAN ALLOCATION <br />FROM VDOT <br /> <br /> Mr. Tolbert said that the City recently entered into an agreement to manage its <br />urban allocation. He said the amount has been a moving target, but it has been <br />determined that $2,412,963 has yet to be appropriated. He explained that all but <br />$625,000 of these funds have been allocated to other projects. He explained that the <br />allocation of the $625,000 will be discussed at an upcoming Council meeting. Mr. <br />Tolbert said a Councilor has asked if these funds could be used for general street <br />maintenance. He said he does not think they can be used for this purpose, but he has <br />requested a written opinion. <br /> <br /> Mr. Lynch asked if we could take state funds from the Meadowcreek Parkway <br />interchange and put them elsewhere in light of federal money now available for the <br />interchange. <br /> <br /> Mr. Tolbert said he would not want to make that decision until we are sure what <br />the costs are for the interchange. <br /> <br /> Ms. Hamilton asked if the urban allocation funds could be used to reinstate bus <br />Route 12, and Mr. Tolbert said we may be able to, but he will ask. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Lynch said Ms. Hamilton made a good point about use of the funds for the <br />bus system. <br /> <br /> Ms. Hamilton said a lot of money has been set aside for roads, but not much for <br />transit. <br /> <br /> Mr. Caravati said we need to be careful as we are down on the amount of funding <br />for street maintenance. <br /> <br />Mr. O'Connell pointed out that Belmont Bridge is also in need of funding. <br /> <br /> Mr. Schilling said he would like to see a return on investment done on the amount <br />of money that has been allocated for ITS before putting more money into it. Regarding <br />being short of funds for the Belmont Bridge, Mr. Schilling said that Council had <br />$600,000 on the table but instead put it into the Transit Center. He said he does not think <br />that was a good use of money. Regarding the eastern connector study, he said he would <br />like to see a resolution or affirmative statement from the County that they are favorable to <br />building this road before Council commits $250,000 toward the study. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the $2,412,963 urban <br />allocation appropriation was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPEAL: BOARD OF ARCHITECTURAL REVIEW DECISION RE: VAV1NO <br />CAFE <br /> <br /> Mr. Tolbert said that Vavino proposed using wine barrels as planters for their <br />outdoor cafe, but the Board of Architectural Review denied the application. He said that <br />the applicant was not present at the BAR meeting and was therefore not able to advocate <br />for her position. He said the BAR denied the application because they felt it did not <br />follow design guidelines or was compatible with the mall. Mr. Tolbert said that the <br />applicant does not appear to be present at the meeting. <br /> <br /> <br />
