422 <br /> <br />transition to an elected school board. He said an elected school board will be more <br />responsive, more accountable, and more effective. He said issues have been raised about <br />politicization of the school board, but he noted that the elections must be non-partisan; <br />about diversity, which he said is an important concern, but noted that minority candidates <br />have fared well in past elections in Charlottesville and he feels there will be many <br />qualified minority candidates; and about the fact that the school board has no taxing <br />authority, but he said there is evidence that school boards function well in partnership <br />with governing bodies. He asked Council to support an elected school board. <br /> <br /> Ms. Beverly Goodwin, 615 Hinton Avenue, echoed the sentiment of her <br />neighbors about the noise from the Pavilion. She said her family has to move inside <br />when it is too loud on her deck. She said she looks forward to the noise diminishing. <br /> <br /> Mr. Galen Stengel, 129 Goodman Street, said that the noise from the Pavilion has <br />severely curtained his ability to enjoy being outdoors. He urged Council to reduce the <br />sound levels. He said he is dismayed about access issues on the Belmont Bridge. <br /> <br /> Ms. Emily Morrison, 707 Altavista Avenue, said she lives .8 miles from the <br />Pavilion and can still hear all the shows. She said she has two small children and urged <br />Council to make changes. <br /> <br /> Mr. Christopher Adere-Toteff, 318 Avenue Street, said the noise from the <br />Pavilion has inhibited the ability of his two small children to sleep. He said the concerts <br />should end earlier or not happen at all. <br /> <br /> Mr. Raymond Mason, 937 Charlton Avenue, asked if there is a committee looking <br />into the relationship between the City Police and the black community. He said he was <br />called lazy by a police officer recently and threatened with arrest, and they told him they <br />assumed he was drunk. He said he has filed a complaint about the incident. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Caravati removed the special permit for Grady Avenue from the consent <br />agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the following consent <br />agenda items were approved by the following vote: Ayes: Dr. Brown, Mr. Caravati, Ms. <br />Hamilton, Mr. Lynch, Mr. Schilling (except that Mr. Schilling voted no on the <br />appropriation of the Urban Allocation from VDOT for reasons stated at the last meeting <br />and because he is not confident the money is being used most effectively).
