<br />$12,000 -Donation to Commission on Children and
<br />Families (2nd reading)
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that
<br />$12,000 from an anonymous donor is hereby appropriated into the Commission on
<br />Children and Families fund, Internal Order #1900045, for the Commission on Children
<br />and Families' Charlottesville Albemarle Human Services Budget Project for the period
<br />July 1, 2005 through June 30, 2006.

<br />e. APPROPRIATION:
<br />
<br />$82,308.38 - Social Services Program Improvement Grant
<br />(2nd reading)
<br />
<br /> WHEREAS, the City of Charlottesville Department of Social Services has
<br />received Program Improvement Plan funds in the amount of $82,308.38 in federal and
<br />state funds, which require a local match of $20,577.10.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
<br />Charlottesville, Virginia, that the sum of $82,308.38 is herby appropriated into the Social
<br />Services Fund 212, cost center 3301008000, and the local match of $20,577.10 is hereby
<br />realized from salary savings within the identified cost center.
<br />
<br />f. APPROPRIATION: $2,412,963 - Urban Allocation from VDOT (2nd reading)
<br />
<br /> WHEREAS, VDOT Urban Allocation Funds have been awarded to the City of
<br />Charlottesville in the amount of $2,412,963.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Charlottesville, Virginia that a total of $77,624 is hereby appropriated to the
<br />Neighborhood Development Services VDOT Program Management cost center
<br />(3901002000), and $2,335,339 to Funded Program VDOT Urban Allocation in the
<br />Capital Fund (P-00272), for a total appropriation of $2,412,963.
<br />
<br /> This appropriation is conditioned upon receipt of $2,412,963 from the Virginia
<br />Department of Transportation in quarterly installment payments.
<br />
<br />g. APPROPRIATION: $2,018.88 - VML Insurance Remittance (carried over)
<br />
<br />PUBLIC HEARING/RESOLUTION: TRANSFERRING CABLE FRANCHISE TO
<br />COMCAST
<br />
<br /> Mr. Brown explained that the request is to transfer the franchise from Adelphia to
<br />a subsidiary of Comcast. He said Adelphia has declared bankruptcy and most of their
<br />assets are being sold. Mr. Brown said that the report examines the legal, technical and
<br />financial qualifications of the proposed transfer which is the standard imposed by federal
<br />law for considering franchise transfers. He said that because of the complexity of the
<br />issues, Brian Grogan, outside Counsel, was retained. He said it was the conclusion of
<br />Mr. Grogan that it would be unreasonable for the City to withhold its consent to the
<br />proposed transfer. He said that assurances have been given that Comcast will complete
<br />the technical rebuild of the local cable system that was required in the franchise
<br />agreement with Adelphia. Mr. Brown said that a public hearing is scheduled on the
<br />transfer.

<br /> The public hearing was opened, but as there were no speakers, the public hearing
<br />was closed.
<br />
<br /> Mr. Lynch said he presumes that Comcast is essentially taking over the
<br />obligations of Adelphia, especially with regard to public access. He said he does not see
<br />language to this effect and asked if that is implicit.
<br />
<br /> Mr. Brown said yes, there is no question that Comcast will have the same
<br />obligations as Adelphia.
