428 <br /> <br /> Mr. Caravati suggested leaving the amount out and instead saying that we are <br />cooperating financially. <br /> <br /> Mr. Lynch said we need to speak to the amount for the study as VDOT is being <br />asked to match the amount. <br /> <br /> Mr. Schilling noted that the memorandum from the County says that the cost for <br />the study will be shared 50/50. <br /> <br /> Mr. Lynch made a motion to approve the statement, as amended by Council, and <br />Ms. Hamilton seconded the motion. <br /> <br /> The statement to VDOT re: highway priorities, as amended, was approved by the <br />following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. <br />Schilling. <br /> <br /> Mr. Lynch said he will be happy to make the presentation to VDOT, and Dr. <br />Brown said that he may be able to make the presentation as well. <br /> <br />RESOLUTION: AUTHORIZING $250,000 FOR EASTERN CONNECTOR STUDY <br /> <br /> Mr. Tolbert said the resolution would authorize $250,000 to match with the <br />County's $300,000 to $350,000 for the eastern connector study. He said the proposal is <br />to take the $250,000 out of the ITS account, which has been funded through the general <br />fund, and replace that amount with the Urban Allocation money. He said the reason for <br />this is because VDOT will not match its own money. He said a draft of the scope of <br />study has been developed by City and County staff. He said the County will take the lead <br />in managing the process and in administration of the funds. <br /> <br /> Mr. Caravati asked if there will be a joint committee with equal representation of <br />City and County members, and Mr. Tolbert said yes. <br /> <br /> Mr. Schilling asked for clarification that the City's expenditure will be $250,000, <br />and Mr. Tolbert said that is correct. <br /> <br /> Dr. Brown said this is a very important project for the City as a lot of traffic now <br />goes through the City. He said this will be a County road for which we can help find a <br />location. <br /> <br /> Mr. Lynch made a motion to approve the resolution authorizing $250,000 for the <br />eastern connector study, and Dr. Brown seconded the motion. <br /> <br /> Mr. Caravati said we desperately need this road, especially in the future. He said <br />his support is contingent upon the steering committee having equal City/County <br />representation but if that does not happen his support will be lost. <br /> <br /> Mr. Schilling said he generally agrees with the sentiments expressed, but does not <br />have enough background to make a decision yes or no. <br /> <br /> The resolution authorizing $250,000 for the eastern connector study was approved <br />by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: <br />None. Abstaining: Mr. Schilling. <br /> <br /> BE IT RESOLVED by the Council for the City of Charlottesville, Virginia that <br />City staff is authorized to proceed, jointly with Albemarle County, with the procurement <br />of an Eastern Connector location study, based on the "Eastern Connector Draft Scope of <br />Services" dated August 12, 2005, and to expend up to $250,000 from City general funds <br />to pay the City's share of the cost of the location study. <br /> <br /> <br />
