429 <br /> <br />ORDINANCE: ELIMINATING CAR DECAL <br /> <br /> Ms. Jennifer Brown, Treasurer, proposed that the car decal be eliminated and <br />replaced with a license fee. She said citizens dislike the decal and the trend across the <br />state is to eliminate the decal. She said increasing numbers of students and visitors are <br />coming to town from localities that have no decal and it is a burden for them and the <br />police. Ms. Brown said that this will require more time in the Treasurer's office, but time <br />will be saved by eliminating them. She said $42,000 will be saved in administrative <br />costs. <br /> <br />Mr. Lynch said he thinks the proposal is reasonable. <br /> <br /> Mr. Schilling thanked staff for their work on this. He said he appreciates it and <br />thinks citizens will appreciate it. <br /> <br /> Mr. Schilling made a motion to approve the ordinance, and Mr. Lynch seconded <br />the motion. <br /> <br /> Mr. Caravati asked how much the initial dip in revenue will be. He also asked that <br />the police be consulted about the issue of faulty stickers. <br /> <br /> Ms. Brown said the Chief of Police supports the proposal. She said there will be <br />an initial dip in revenue, but the police will now have time for other things. She said she <br />will ask about the issue of faulty stickers. <br /> <br /> The ordinance entitled "AN ORDINANCE TO REPEAL SECTION 15-36 <br />THROUGH 15-51, AND 15-134 OF CHAPTER 15, OF THE CHARLOTTESVILLE <br />CITY CODE, 1990, AS AMENDED, TO ELIMINATE THE REQUIREMENT OF A <br />CITY VEHICLE DECAL; TO AMEND AND RE-ENACT CHAPTER 15, ARTICLE II, <br />TO IMPOSE A LICENSE AND LICENSE FEE UPON CERTAIN MOTOR <br />VEHICLES, TRAILERS, SEMITRAILERS AND MOPEDS; AND TO AMEND <br />RELATED PROVISIONS SET FORTH WITHIN SECTIONS 15-52, 15-181, 15-149, <br />15-251, 15-271 AND 30-35 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS <br />AMENDED" was offered and carried over to the next meeting for consideration. <br /> <br />RESOLUTION: SPECIAL USE PERMIT FOR BOARDING HOUSE/FRATERNITY/ <br />SORORITY AT 1508 GRADY AVENUE <br /> <br />Mr. Caravati expressed concern about the large parking lot. <br /> <br /> Ms. Cooper said that a maximum often parking spaces are required for a sorority <br />or fraternity in this location, or four for a boarding house. <br /> <br /> Mr. Caravati said that if the special use permit passes, consideration should be <br />given to reducing the number of spaces to ten. He said the University' s intent is to <br />provide parking for all students. He said this would mean that the neighborhood will not <br />be further congested with more cars. <br /> <br /> Dr. Brown said he does not understand how reducing the parking will lessen the <br />impact on the neighborhood. <br /> <br />Mr. Caravati said it takes cars off the road and force students to park elsewhere. <br /> <br /> Mr. Lynch said he sympathizes with Mr. Caravati' s comments, but noted that the <br />minimum parking spaces was changed, but a maximum number was not imposed. <br /> <br /> Ms. Hamilton said if we limit parking she thinks the adverse will occur and it was <br />increase the impact on the neighborhood as the residents will be forced to park on the <br />street. <br /> <br /> Mr. Caravati said the entire area is permit parking and it is impossible to find a <br />parking space. <br /> <br /> <br />
