446 <br /> <br /> Dr. Brown said he thinks we should wait until after the November election and if <br />the referendum passes Council can hold a public hearing on the school board issue. <br /> <br /> Mr. Caravati there is the issue of binding future Councils. He said there is no way <br />we will be able to have an election of school board members by wards in May. He said <br />this will not be part of that election. <br /> <br /> Mr. Lynch said he is not inclined to think that establishing election districts for <br />school board elections is good for the City. <br /> <br /> Dr. Brown said he is not supporting putting that in the Legislative packet until <br />after a public hearing is held. He said Council can discuss whether to hold the public <br />hearing at its November 7th meeting. He said people will be elected at large in May and <br />they could be elected by ward at the election after that if Council wants. <br /> <br />Ms. Hamilton agreed with Dr. Brown. <br /> <br />REPORT: KATRINA RELIEF <br /> <br /> Mr. John Nafsinger, United Way, said that 300 people who are victims of <br />Hurricane Katrina have registered with the local Red Cross. He said the United Way has <br />had contact with 165 individuals who have relocated to this area. He said these people <br />have varying needs. He said the United Way has to balance these needs with local needs. <br /> <br /> Ms. Miriam Rusfin, United Way, said there has been a huge range of people <br />coming to this area and a huge outpouring of support for them. <br /> <br /> Dr. Brown said we cannot lose sight of people in our community, for example, <br />those who are in substandard housing. <br /> <br /> Mr. Lynch asked if the needs of the hurricane evacuees are being tracked and <br />asked if there is a sense of what happens to them in the future. <br /> <br />Ms. Rusfin said the United Way is actively involved with that question. <br /> <br /> Mr. Lynch asked if there has been coordination with the State regarding a target <br />number of evacuees. <br /> <br /> Mr. Nafsinger said that none of the people who have relocated here have come <br />through the state. <br /> <br /> Mr. Lynch asked if there is a sense of the carrying capacity of this area, and Mr. <br />Nafsinger said no. <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, reviewed local efforts and <br />listed local organizations involved in these efforts. She noted that the City sent resources <br />to Hancock, Mississippi. She said the Charlottesville community has stepped up in a big <br />way to help. <br /> <br />RESOLUTION: APPROVING HISTORIC GUIDELINES <br /> <br /> Ms. Mary Joy Scala, Planner in Neighborhood Development Services, said <br />Council deferred action on approving the Historic Guidelines and requested changes. <br />She said an index has been added, and information about what can be done by right will <br />be added. <br /> <br /> Mr. Caravati asked if the roof screening requirements for air conditioning units, <br />etc. would only apply to new applications, and Ms. Scala said yes, though people can be <br />asked to voluntarily comply. She said the requirements would apply if units are added. <br /> <br /> Mr. Caravati asked if it is correct that there is no BAR review of non-contributing <br />structures, and Ms. Scala said that is correct. <br /> <br /> <br />
