NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, October 21, 2005 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />School Board/Council lunch meeting <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - October 21, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch. Absent: Mr. Caravati and Mr. Schilling. <br /> <br /> Dr. Brown provided a review of the legal opinions regarding the upcoming <br />referendum regarding moving to an elected School Board, which are that the School <br />Board members will be elected at large unless Council seeks a charter amendment from <br />the General Assembly for elections after May of 2006 to allow ward or mixed ward and <br />at-large elections. <br /> <br /> Ms. Bev Catlin, reviewed the enrollment and staffing for English as a Second <br />Language classes. <br /> <br />Dr. Brown asked about the amount of local funding for ESL teachers. <br /> <br />Ms. Catlin said that one teacher is federally funded. <br /> <br /> Mr. Ed Gillaspie, Finance Director for City Schools, said that the state provided <br />$65,000, the equivalent of one teacher, and the remaining 5.2 teachers are funded locally. <br /> <br /> Dr. Brown asked about the increase in ESL students in Charlottesville as <br />compared to Albemarle County or the state as a whole. <br /> <br /> Ms. Catlin said several cities have seen huge increases, and the state has also had <br />significant increases. <br /> <br /> Mr. Lynch asked if the state considers language abilities and age when dispersing <br />refugees and immigrants, and Ms. Catlin said no. <br /> <br /> <br />
