453 <br /> <br /> WHEREAS, In accordance with guidelines established by the U.S. Department <br />of Justice and the Community Capacity Development Office, decisions regarding how the <br />$100,000 will be spent are made by the Weed and Seed Network Steering Committee, <br />chaired by the U.S. Attorney for the Western District of Virginia; <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that $100,000 is hereby appropriated, and allocated to the <br />following Internal Orders, to implement the Weed and Seed strategy for community <br />improvements focused on law enforcement and community policing, plus prevention, <br />intervention and treatment services: <br /> <br />$50,000 - IO# 1900054 (NDS/Weed and Seed) <br />$50,000- IO# 1900055 (Police/Weed and Seed) <br /> <br />e. APPROPRIATION: $67,565.45 - Schools Maintenance (2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville has received an additional $67,565.46 <br />from the Schools for building maintenance services, and <br /> <br /> WHEREAS, these additional funds will be used to offset increasing costs in <br />energy and fuel that were not anticipated at the time the budget was prepared last year. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that $67,565.46 is hereby appropriated into the School Energy <br />Management Cost Center in the General Fund (Fund: 105; Cost Center: 2422002000). <br /> <br />f. APPROPRIATION: $22,783.61 - Two for Life Grant (carried over) <br /> <br />ORDINANCE: "AN ORDINANCE TO PROVIDE FOR THE <br />IMPLEMENTATION OF THE PERSONAL PROPERTY TAX RELIEF ACT OF <br />1998" <br /> <br />PUBLIC HEARING/RESOLUTION: COMMUNITY DEVELOPMENT BLOCK <br />GRANT PUBLIC PARTICIPATION PLAN <br /> <br /> Ms. Amy Kilroy, Planner in Neighborhood Development Services, said that HUD <br />pointed out during its annual monitoring that the City' s current CDBG Public <br />Participation Plan is incomplete. Ms. Kilroy explained that the amendments <br />recommended include procedures when making changes to the CDBG or HOME budgets <br />or programs. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Lynch said he appreciates the work done by staff. He noted that Council is <br />also trying to fill a seat for a resident of Fifeville on the CDBG Task Force. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, the CDBG Citizen <br />Participation Plan Amendments were approved by the following vote. Ayes: Dr. Brown, <br />Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />REPORT: CITY'S LEGISLATIVE PROGRAM <br /> <br /> Ms. Lisa Kelley, Deputy City Attorney, reviewed changes to the Legislative <br />Program since it was presented at the last meeting. She said that the request regarding <br />restoration of felons' voting rights, as recommended at the last meeting, is limited to <br />reducing the time period before a felon can petition to have voting rights restored and/or <br />expanding the eligibility of felons who can petition. <br /> <br /> Dr. Brown said he found that there are two forms that can be used to petition to <br />have voting rights restored, one short one for non-violent felons, and one that is longer <br />and more involved. <br /> <br /> <br />
