461 <br /> <br /> Mr. Schilling asked for a copy of the contract obligating the City to do work on <br />5th Street with the Holsinger group. <br /> <br /> Mr. Tolbert reviewed the WRT report and recommendations regarding West Main <br />Street improvements. He said that the estimate to do these improvements is $177,000 per <br />block for the north side of West Main Street and $465,000 per block for the south side of <br />West Main Street, not including the cost to underground utilities. <br /> <br /> Mr. Schilling asked about the cost of acquiring property in connection with <br />widening the sidewalks, and Mr. Tolbert said the expectation is that there will be an <br />exchange of higher density for more of a setback and no cost will be incurred. <br /> <br /> Mr. Tolbert reviewed the development opportunities along West Main Street, <br />privately and University related. <br /> <br />Mr. Tolbert reviewed the proposal for a streetcar along West Main Street. <br /> <br />Mr. Tolbert gave an update on the Intelligent Transportation System (ITS). <br /> <br /> Mr. Tolbert reviewed proposals for improving the West Main Street and <br />Ridge/Mclntire intersection, either shaving off a portion of the Lewis and Clark statue <br />circle or moving the statue to the middle of South Street and closing the street at that <br />location. <br /> <br /> Mr. Caravati asked if it would be possible to have a traffic circle at that location, <br />but Mr. Tolbert said he thinks the volume of traffic is too high. <br /> <br />Mr. Caravati asked for more information on a traffic circle. <br /> <br /> Mr. Lynch asked what it will take to move on the proposal to move the statue and <br />close South Street. <br /> <br /> Dr. Brown said he could support the proposal if it enhances traffic flow. He said <br />that intersection is unnecessarily complex. He said he would support changes that would <br />allow the buses to move through more easily. Dr. Brown asked for more information on <br />what moving the statue would do for traffic flow and development in the area, and the <br />cost to do so. <br /> <br /> Mr. Tolbert listed the recommendations as follows: 1) Complete streetscape <br />improvements on the following streets as planned: 3rd Street East, 2nd Street East, 2nd <br />Street West Mall crossing, and 5th Street East; 2) Engage a local (Virginia) engineering <br />firm to complete mall infrastructure/brick replacement program construction documents <br />following WRT designs; 3) Do construction documents and construct, along with <br />University, streetscape improvements on south side of West Main from 10th Street to <br />Jefferson Park Avenue; 4) Complete specifications and construction documents and <br />implement streetscape on north side of West Main from Ridge/Mclntire to 4th Street <br />West; 5) Move the Lewis and Clark statue across Ridge/Mclntire to the South Street <br />intersection and create a small park surround it along with related bike/pedestrian <br />improvements in the intersection; and 6) Develop funding proposals to complete the West <br />Main and Downtown streetscape and infrastructure improvements. <br /> <br /> Mr. Schilling asked for a total cost for these recommendations, and Mr. Tolbert <br />said approximately $18 million. <br /> <br /> Mr. Schilling asked what we are paying WRT for this piece as well as all <br />contracts for them. <br /> <br />Mr. Tolbert said WRT is being paid approximately $300,000 for this piece. <br /> <br /> Mr. Schilling asked what the plan is for considering these recommendations in <br />light of the fact that Ms. Hamilton is not present. <br /> <br /> <br />
