487 <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $150,000.00 is hereby appropriated from the City's Housing Initiatives Fund <br />(Fund 425, WBS P-00126, Fund Center 3901001000) to Piedmont Housing Alliance for <br />its Housing Trust Fund. This appropriation is conditioned on the funds being used to <br />assist City residents with a family income of no more than 80% of the City's median <br />income. <br /> <br />d. RESOLUTION: <br /> <br />Authorizing Industrial Development Bonds for Recording <br />for the Blind and Dyslexic <br /> <br /> WHEREAS, the Industrial Development Authority of the City of Charlottesville, <br />Virginia ("Authority"), has considered the application of Recording for the Blind & <br />Dyslexic, Inc. (the "Company") requesting the issuance of the Authority's revenue bond <br />in an amount not to exceed $2,850,000 ("Bond") to assist in financing the Company's <br />acquisition, construction and equipping of a new headquarters facility for the Company's <br />Regional Unit of the Virginias and the Carolinas, to house its regional administrative <br />offices and recording facilities, consisting of approximately 11,650 square feet <br />("Project"), to be located on Greenbrier Drive, just west of Route 29, in the County of <br />Albemarle, Virginia, and has held a public hearing on November 22, 2005; <br /> <br /> WHEREAS, Section 147(f) of the Internal Revenue Code of 1986, as amended <br />(the "Code"), provides that the governmental unit having jurisdiction over the issuer of <br />private activity bonds must approve the issuance of the Bond; <br /> <br /> WHEREAS, the Authority issues its bonds on behalf of the City of <br />Charlottesville, Virginia ("City"); and the City Council of the City of Charlottesville, <br />Virginia ("Council") constitutes the highest elected governmental unit of the City; <br /> <br /> WHEREAS, the Authority has recommended that the Council approve the <br />issuance of the Bond; and <br /> <br /> WHEREAS, a copy of the Authority's resolution approving the issuance of the <br />Bond, subject to the terms to be agreed upon, a certificate of the public hearing and a <br />Fiscal Impact Statement have been filed with the Council. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF CHARLOTTESVILLE, VIRGINIA: <br /> <br /> The Council approves the issuance of the Bond by the Authority for the benefit of <br />the Company, as required by Section 147(f) of the Code and Section 15.2-4906 of the <br />Code of Virginia of 1950, as amended ("Virginia Code") to permit the Authority to assist <br />in the financing of the Project. <br /> <br /> The approval of the issuance of the Bond does not constitute an endorsement to a <br />prospective purchaser of the Bond of the creditworthiness of the Project or the Company. <br /> <br />This resolution shall take effect immediately upon its adoption. <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REENACTING <br />THE ZONING DISTRICT MAP INCORPORATED IN SECTION 34-1 OF THE <br />ZONING ORDINANCE OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING OF <br />PARCEL 373, CITY TAX MAP 59 FROM R-iS TO PUD" (corner of Avon Street <br />and Palatine Avenue)(2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND <br />REORDAINING CHAPTER 10 AND CHAPTER 31 OF THE <br />CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO <br />WATER PROTECTION AND EROSION ISSUES" (2nd reading) <br /> <br /> <br />
