486 <br /> <br />He asked what steps can be taken to improve the Council meetings, and said he has <br />looked to Roberts Rules of Order for guidance. He said a Councilor cannot speak twice <br />until all Councilors have been given the opportunity to speak. He asked that Councilors <br />refrain from "speechifying" and limit their remarks to matters at hand. He said <br />Councilors should also refrain from speculating about the motives of others and keep <br />their comments to a reasonable length. <br /> <br /> Mr. Schilling said he has not been afraid to acknowledge when he has done <br />something right in the past, and is not afraid to say when he has done something wrong. <br />He apologized for not respecting the Mayor's gavel. <br /> <br />ANNOUNCEMENTS <br /> <br /> Dr. Brown said he will bring up during "Other Business" a proposal to create a <br />task force to look at how wards could be drawn, and how four to seven wards would look <br />if Council decides to have School Board elections by wards. <br /> <br />PUBLIC <br /> <br /> Ms. Tatiana Patton, 2209 Jefferson Park Avenue, representing the Rivanna <br />Conservation Society, addressed the water protection ordinance. She said she is proud <br />Council is reconsidering membership in the Soil and Water Conservation District, and <br />urged them to adopt the amendments and to improve the ordinance in 2006. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, asked that Council expedite efforts to have <br />a member of the Parks and Recreation Advisory Committee on the Meadowcreek <br />Parkway Steering Committee. He said to date that position has not been filled. He said <br />there are many highly qualified individuals in the community, and Council should <br />consider alternative members. He said there is still no opportunity for the public to have <br />input on the Steering Committee, and he asked that Council direct the Committee to <br />allow the public to speak. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Caravati removed the ordinance rezoning 625 Monticello Road and 709 <br />Sonoma Street from the consent agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Council approved the <br />following consent agenda items by the following vote. Ayes: Dr. Brown, Mr. Caravati, <br />Ms. Hamilton, Mr. Lynch, Mr. Schilling (except that Mr. Schilling voted no on the <br />$150,000 appropriation for the Piedmont Housing Alliance Housing Trust Fund because <br />he said he does not believe this agency is the appropriate recipient of these tax dollars). <br />Noes: None (except that Mr. Schilling voted no on the $150,000 appropriation for <br />Piedmont Housing Alliance Housing Trust Fund). <br /> <br />a. Commission of the Arts Challenge Gram <br /> (2nd reading) <br /> <br /> WHEREAS, the Virginia Commission for the Arts has notified the City of <br />Charlottesville of its grant award in the Local Government Challenge Grant category. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that $2,500 of the amount reserved from such grant is hereby <br />appropriated to internal order #1900025 for use by the Piedmont Council for the Arts, <br />and $2,500 of the amount reserved from such grant is hereby appropriated to internal <br />order # 1900026 for use by the Virginia Discovery Museum, for their activities during the <br />2005-2006 fiscal year. <br /> <br />c.
