NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, December 8, 2005 AT 5:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session: Jefferson School <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - December 8, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> Dr. Brown announced that Jefferson School has received State Historic <br />designation. <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, provided an overview of the <br />agenda. <br /> <br /> Attorney Dan Gecker discussed how to structure an LLC corporate entity and <br />discussed Virginia and federal requirements. <br /> <br /> Discussion followed regarding the corporate entity, stakeholders and how the <br />community can be involved in the sale of tax credits. <br /> <br /> Mr. Scott Hendrix, Project Manager, presented an overview of the condition of <br />the building and summarized the cost for essential renovations. <br /> <br /> Mr. Mike Svetz, Director of Parks and Recreation, presented possible future uses <br />for Carver Recreation Center <br /> <br /> Ms. Small-Toney gave a power point presentation which included five financial <br />scenarios that are being explored for the project. She also discussed cultural center <br />planning including Board appointment. <br /> <br /> Council discussed parking and the cost of a parking deck, the structure and <br />governance for the cultural center, and immediate repairs and the use of $5 million <br />toward immediate renovations, including roof, caulking, and flashing. <br /> <br /> Council discussed initial renovation and doing the work as expeditiously as <br />possible. City staff was directed, through consensus of Council, to do immediate repairs; <br />schedule and issues to be brought back to City Council that will stabilize the building as <br />soon as possible. Staff to report back about process in two weeks. <br /> <br /> <br />
