NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Thursday, December 8, 2005 AT 5:00 p.m. IN THE Basement Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Work Session: Jefferson School BY ORDER OF THE MAYOR BY Jeanne Cox BASEMENT CONFERENCE ROOM - December 8, 2005 Council met in special session on this date with the following members present: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Dr. Brown announced that Jefferson School has received State Historic designation. Ms. Rochelle Small-Toney, Assistant City Manager, provided an overview of the agenda. Attorney Dan Gecker discussed how to structure an LLC corporate entity and discussed Virginia and federal requirements. Discussion followed regarding the corporate entity, stakeholders and how the community can be involved in the sale of tax credits. Mr. Scott Hendrix, Project Manager, presented an overview of the condition of the building and summarized the cost for essential renovations. Mr. Mike Svetz, Director of Parks and Recreation, presented possible future uses for Carver Recreation Center Ms. Small-Toney gave a power point presentation which included five financial scenarios that are being explored for the project. She also discussed cultural center planning including Board appointment. Council discussed parking and the cost of a parking deck, the structure and governance for the cultural center, and immediate repairs and the use of $5 million toward immediate renovations, including roof, caulking, and flashing. Council discussed initial renovation and doing the work as expeditiously as possible. City staff was directed, through consensus of Council, to do immediate repairs; schedule and issues to be brought back to City Council that will stabilize the building as soon as possible. Staff to report back about process in two weeks.
