<br /> 26 <br /> Mr. Lynch made a motion to authorize the transfer of $921,655 from the capital <br />contingency account into the Juvenile Court account and authorize the City Manager to <br />executive a construction contract. <br /> <br /> Responding to questions from Mr. Schilling, Mr. Brown said that the original cost <br />estimate for the renovations to the Court was $9 million and the bid is now $13 million. <br />The estimate for the garage was $2.6 million, and the bid is now $2.9 million Mr. <br />O’Connell said that the cost was originally estimated two and a half years ago. <br /> <br /> Mr. Schilling said he will not support the appropriation. He said the actual costs <br />were again higher than the estimates, and he is concerned by issues with the parking <br />garage, and does not agree with the formula with the County. He said there are many <br />causes for concern. <br /> <br /> Mr. Lynch said there is right to be concerned, but he said he feels we need to <br />move forward and there is no option not to do the project. <br /> <br /> Mr. Caravati said he will not support the appropriation. Noes: Mr. Caravati and Mr. Schilling. <br /> <br />ORDINANCE <br />: EXPANDING NORTH DOWNTOWN DESIGN CONTROL <br />DISTRICT (2nd reading) <br /> <br /> Responding to a question from Mr. Caravati about how high a building can be <br />built within the district, Mr. Tolbert said that the measurement is made at the average <br />grade of the street, but noted that the height cannot exceed the number of stories allowed. <br /> <br /> Mr. Schilling said for reasons he has expressed on similar proposals, he will not <br />support the ordinance. <br /> <br />The ordinance entitled “AN ORDINANCE AMENDING AND REENACTING <br />CHAPTER 34 (ZONING), ARTICLE I (ADMINISTRATION), SECTION 34-1(1) AND <br />ARTICLE II (OVERLAY DISTRICTS), SECTION 34-272, OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, TO ADD ADDITIONAL <br />PROPERTIES TO TWO EXISTING MAJOR DESIGN CONTROL DISTRICTS <br />(DISTRICT “A)- THE DOWNTOWN DESIGN CONTROL DISTRICT AND <br />DISTRICT “B”) – THE NORTH DOWNTOWN DESIGN CONTROL DISTRICT,” <br />which was offered at the January 3 meeting, was approved by the following vote. Ayes: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Ms. Ginnie Keller, North First Street, thanked Council for supporting the <br />expanded historic district. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Lynch said that Council received a request from the Fifeville neighborhood <br />for the City to write in support of having DEQ investigate possible contamination in the <br />neighborhood, after contamination was found on the site owned by Piedmont Housing <br />Alliance. <br /> <br /> Ms. Kristel Riddervold, Environmental Manager for the City, explained that the <br />Fifeville neighborhood filled a complaint in the fall and DEQ has proposed action, but <br />the neighborhood would like a faster timeline. Ms. Riddervold said she does not think <br />there is reason for imminent concern. <br /> <br /> <br />
