<br /> 56 <br /> The School Board Election Task Force and charge was approved by the following <br />vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: <br />None. <br /> <br />REPORT <br />: PARKS AND RECREATION FACILITIES PLAN <br /> <br /> Dr. Brown noted that decision points were deferred from the work session. <br /> <br /> Mr. Svetz said more details were requested at the work session and a follow-up <br />report was presented to Council. <br /> <br /> Mr. Schilling said he realizes that commercial things cost more, but asked where <br />on the menu of choices were the prices for furniture. <br /> <br /> Mr. Svetz said they were probably in the middle of the road range. <br /> <br /> Mr. Schilling said he hopes we have some flexibility for some things such as $600 <br />rather than $900 for a trash can. He said we may have to sacrifice some form and go for <br />function. He said he has been contacted by people who are concerned that we not <br />preclude having a pool at Meade Park without further public comment. He said he wants <br />to make sure we are not precluding that with our action tonight. <br /> <br /> Mr. Svetz said Council is not precluding that. He said the community will be <br />engaged in that conversation. <br /> <br /> Mr. Caravati said he assumes that the furniture is intended to last a long time. He <br />said that the price for benches seems too cheap. <br /> <br /> Mr. Svetz said it depends on the type of bench, and some are higher priced and <br />some lower. <br /> <br /> Mr. Lynch said he appreciates the breakdown. He said he is concerned that we <br />are really just doing a lot of replacement and not much new. He said he is concerned <br />doing this much maintenance, but understands the need. <br /> <br /> Mr. Svetz said we need to focus on things we know people use. <br /> <br /> Mr. Lynch said he agrees with Mr. Schilling regarding Meade Pool and Forest <br />Hills. He asked that Council be kept apprised of plans. He said he does not want to <br />imply that we are putting a spray pool at Meade Park. <br /> <br /> Mr. Lynch said he would like more discussion about SAFTEA U funds. He said <br />he has heard it may be a year before we can tap into those funds. <br /> <br /> Mr. Svetz said the next round of grant applications is due in the fall of 2006. He <br />said we need to show we have existing matching funds. He said he has also heard it is <br />better to have more than the minimum match available. <br /> <br /> Mr. Lynch said he is not sure it is the priority of the community to put money into <br />concrete trails. He expressed concern about including that as a recommendation. <br /> <br /> Mr. Svetz said that in flood plain areas concrete holds up better, but we can get <br />more trail with asphalt. <br /> <br /> Dr. Brown said he agrees with Mr. Lynch, and he asked that Council have regular <br />updates as we proceed with trail development and building. He reiterated his interest in <br />making sure we create a plan to replenish funds for McIntire park. <br /> <br /> Mr. Lynch made a motion to approve reallocating $1.85 million with the <br />stipulations discussed, and that Council be kept in the loop on all decisions, especially <br />with Meade pool, and Ms. Hamilton seconded the motion. <br /> <br /> <br />
