<br /> 84 <br /> Mr. Banks said 200 clients are living in the City and the urban ring of the County. <br />He said it is not Region Ten’s policy to encourage migration of clients from one locality <br />to another. <br /> <br /> Dr. Brown said it is not true that the reason that the high proportion of clients live <br />in the City and urban ring is because many of them do not drive, and Mr. Banks said yes. <br /> <br /> Dr. Brown said this item is not listed on the agenda as an action item, and he <br />suggested that Council move on. He said his position is that he is not happy about the <br />large number of units proposed, but he has confidence in Region Ten and is not interested <br />in taking action. He said if he is approached by two Councilors and they are clear about <br />what action is proposed, he will place it on a future agenda. <br /> <br /> Mr. Caravati said he would like to put it on the next agenda and ask Council if <br />they support going forward with the project or not. <br /> <br /> Mr. Lynch said the next agenda might be a little soon. He suggested that another <br />neighborhood meeting be held. He said we have had assurances that the project will be <br />successful. He said we need to talk about how we balance housing. <br /> <br />RESOLUTION <br />: AUTHORIZING CHANGE IN FISCAL STATUS FOR REGION <br />TEN COMMUNITY SERVICES BOARD <br /> <br /> Mr. Caruso Brown said that State law has changed and community service boards <br />can now act as their own fiscal agent. He said Albemarle County has been serving as <br />their fiscal agent, but delegated that responsibility back to Region Ten 8 to 10 years ago. <br />He said community service boards now have the financial structures in place to act as <br />their own agent. He said all member localities except Charlottesville have approved the <br />change. <br /> <br /> Mr. Caravati said he has heard concern in the community about the financial <br />situation at Region Ten. <br /> <br /> Mr. Caruso Brown said Region Ten received its best audit ever in 2005 and there <br />is no question about its financial solvency. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council approved the <br />Resolution Authorizing the Change in Fiscal Agent Status for Region Ten Community <br />Service Board by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, <br />Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />WHEREAS <br /> , Virginia Code § 37.2-504 allows a Community Services Board to <br />receive state and federal funds directly and to act as its own fiscal agent, if authorized by <br />the governing body of each city or county that established it; and <br /> <br />WHEREAS <br /> , the Region Ten Community Service Board (CSB) is a community <br />services board established by the counties of Albemarle, Fluvanna, Greene, Louisa, and <br />Nelson and the City of Charlottesville; and <br /> <br />WHEREAS <br /> , the County of Albemarle has served as fiscal agent for the CSB <br />since its inception; and <br /> <br />WHEREAS <br /> , the CSB has received funding since 1998 from the Virginia <br />Department of Mental Health, Mental Retardation, and Substance Abuse Services <br />(DMHMRSAS); and <br /> <br />WHEREAS <br /> , the sole purpose for the County in the role of fiscal agent is to act as <br />a pass-through agent of funds from the DMHMRSAS to the CSB; and <br /> <br />WHEREAS <br /> , the CSB has requested the City to formally authorize the CSB to act <br />as its own fiscal agent. <br /> <br /> <br /> <br />
