<br /> 85 <br />NOW, THEREFORE, BE IT RESOLVED <br /> that the Council of the City of <br />Charlottesville, Virginia hereby authorizes the Region Ten Community Services Board to <br />act as its own fiscal agent. <br /> <br />RESOLUTION <br />: AUTHORIZING APPLICATION FOR VDRPT GRANT (TRANSIT) <br /> <br /> Ms. Mueller explained that Council needs to authorize the grant request to <br />VDRPT for ongoing non-capital and capital needs, including new buses, fare boxes, and <br />additional funds for the Transit Center project. <br /> <br /> Mr. Caravati asked if it is mandated that we purchase four large buses, and Mr. <br />Bill Watterson, Transit Manager, said it is not mandated, and we will be purchasing large <br />and small buses. He said large buses are needed for the football shuttle. <br /> <br /> Responding to a question from Mr. Caravati, Ms. Mueller said that a number of <br />things were found underground and with the soil that have affected the Transit Center <br />costs. <br /> <br /> Mr. Lynch asked if we have gone through the $10.5 million plus the 15% <br />contingency and if staff feel that if the total is raised to $11 million then the project can <br />be completed <br /> <br />Ms. Mueller said the funds available have been spent due to the situation <br />underground and changes made by the Board of Architectural Review, and she feels the <br />project can be completed with this additional money. <br /> <br /> Mr. Schilling said he heard from a citizen that historical materials were found <br />underground and that they were plowed under, and asked Ms. Mueller if she was aware <br />of that. <br /> <br /> Ms. Mueller said that wooden lines were found and the Historical Society was <br />called in and was given the materials. She said she is not aware of anything else being <br />found. <br /> <br /> Mr. Schilling said staff thought there would be enough money the last time <br />Council was asked to approve additional funding, and here we are again. He said at some <br />point we need to say we are not going to do anymore and turn it off. Mr. Schilling made <br />a motion to approve the application without the $400,000 for the Transit Center. <br /> <br /> Ms. Hamilton asked if this the $400,000 would be federal money with no City <br />match required, and Ms. Mueller said that is correct. <br /> <br /> Mr. Schilling’s motion died for lack of a second. <br /> <br /> Ms. Hamilton said she does not understand what would be accomplished by not <br />authorizing the grant application for the federal funds as we would have a $400,000 hole <br />to fill. She said she does not understand what the alternate is. <br /> <br /> Mr. Schilling said this is money people are paying for one way or another. He <br />said we need to find a way to scale back the project. <br /> <br /> Ms. Hamilton asked for a further explanation about the bad soil. <br /> <br /> Ms. Mueller said that a substantial amount of soil had to be removed and more <br />had to be brought in to hold up the building. <br /> <br /> Mr. Schilling asked about the change orders required by BAR action and a <br />complete report about the additional costs. <br /> <br /> Ms. Mueller said that the Belmont ramp will cost $70,000 and the cost to remove <br />and bring in suitable soil was $122,000. She said brick was also required by the BAR. <br /> <br /> <br /> <br />
