He asked for a report on cost changes. Mr. <br />Caravati seconded the motion. <br /> <br /> Ms. Mueller said it is too late for value engineering. <br /> <br /> Ms. Hamilton noted that change orders cost additional money. <br /> <br /> The Resolution Authorizing the Grant Application for VDRPT funds was <br />approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. <br />Lynch. Noes: Mr. Schilling. <br /> <br />BE IT RESOLVED <br /> by the Charlottesville City Council that the Transit <br />Manager is authorized, for and on behalf of the City of Charlottesville , hereafter <br />referred to as the, PUBLIC BODY, to execute and file an application to the Department <br />of Rail and Public Transportation, Commonwealth of Virginia, hereafter referred to as <br />the, DEPARTMENT, for a grant of financial assistance in the amount of $ 10,309,690 <br />to defray the costs borne by the PUBLIC BODY for public transportation purposes and <br />to accept from the DEPARTMENT grants in such amounts as may be awarded, and to <br />authorize the Transit Manager to furnish to the DEPARTMENT such documents and <br />other information as may be required for processing the grant request. <br /> <br />The Charlottesville City Council certifies that the funds shall be used in <br />accordance with the requirements of Section 58.1-638.A.4 of the Code of Virginia, that <br />the PUBLIC BODY will provide funds in the amount of $ 2,190,643, which will be used <br />to match the state funds in the ratio as required in such Act, that the records of receipts of <br />expenditures of funds granted the PUBLIC BODY may be subject to audit by the <br />DEPARTMENT and by the State Auditor of Public Accounts, and that funds granted to <br />the PUBLIC BODY for defraying the expenses of the PUBLIC BODY shall be used only <br />for such purposes as authorized in the Code of Virginia. <br /> <br />PUBLIC <br /> <br /> Mr. Mark Haskins, Meriwether Street, said that four months ago residents of the <br />Little High Street area were told that the Mews was not a Region Ten project. He <br />recommended that Council talk with the Planning Commission and get advice from them. <br />He said we saw tonight that the project is in fact a Region Ten project. He said the <br />proposal requires a special use permit. He said the cynicism in the neighborhood is <br />profound. He said he is not sure that Region Ten is being forthcoming. He said he would <br />be happy to have Region Ten clients in the neighborhood. <br /> <br /> Ms. Kathleen O’Brien, 1104 Little High Street, said that questions by Councilors <br />were not adequately answered by Region Ten. She said no one spoke about the impact of <br />the high concentration on clients. She said little has been done to look at alternatives. <br />She said she is glad to see landscape changes, but they do not get at the heart of what <br />needs to be changed. <br /> <br /> Ms. Paula Dean, 1133 St. Clair Avenue Extended, said she has a bipolar disorder <br />and mental illness has a stigma. She said a lot of people need to go to a psychiatrist’s <br />office. She said people with mental health issues are human beings and we all need to <br />live together and try to get along together. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. Caravati said he would ask the City Manager to do the same as he asked the <br />School Board to do regarding an analysis of employee changes. <br /> <br /> <br /> <br />
