<br /> 97 <br /> <br /> Mr. Tolbert said that the Planning Commission is going to talk about a new <br />process for allocating neighborhood CIP funds for major projects this summer. <br /> <br /> Mr. Schilling asked if efficiencies are expected in changing the process. <br /> <br /> Mr. Tolbert said that previously 18 neighborhoods went through the process and <br />there were 50 to 60 projects. He said it will be much easier to manage a smaller number <br />of major projects. <br /> <br /> Mr. Schilling asked if there is a breakdown of the $700,000, and Mr. Tolbert said <br />there are no recommendations yet, but the amount continues the current funding. <br /> <br /> Mr. Schilling proposed that the amount be reduced by $200,000. <br /> <br /> Ms. Hamilton asked about the impact of this reduction, and Mr. Tolbert said it <br />could cancel the North Berkshire drainage project or the Chesapeake Street sidewalk. <br /> <br /> Mr. Lynch said he considers this baseline funding for neighborhood CIP, and he <br />does not support reducing the amount. <br /> <br /> Mr. Caravati said it is a quality of life issue and we need to invest in those <br />neighborhoods. He said he looks at it as a maintenance issue. <br /> <br /> Dr. Brown agreed with Mr. Caravati. <br /> <br /> Ms. Hamilton said she would like to know more about where we are on the fire <br />station expansion. <br /> <br /> Mr. Watts said repair work is being done now. He said first year funding for the <br />expansion is for architectural and engineering work to house current equipment and deal <br />with maintenance of equipment. <br /> <br /> Mr. Schilling said that given the City and County discussions about joint fire <br />services, he is not sure now is the time to make this investment of engineering for <br />expansion. <br /> <br /> Dr. Brown said he feels like we are moving down the road with City and County <br />discussions, but he feels we need this now. <br /> <br /> Ms. Hamilton noted that the expansion is to house equipment the Fire Department <br />has now. <br /> <br /> Regarding West Main Streetscape, Ms. Hamilton asked what the nature is of the <br />th <br />improvements from 10 Street to Jefferson Park Avenue, what is the role of U. Va., and <br />she asked for more information on the bricking. <br /> <br /> Mr. Tolbert said the City is partnering with U. Va. to implement the Kimley Horn <br />and WRT plans, including wider sidewalks, streetscaping, lighting, landscaping, outdoor <br />furniture, and a new transit stop. He said U. Va. will pay for the area in front of their <br />properties, and the City will pay for the rest, in a 50/50 split. He said Jefferson Park <br />Avenue at its intersection with West Main will also be realigned. <br /> <br /> Mr. Lynch asked if this project would be eligible for urban allocation funds. <br /> <br /> Mr. Tolbert said not urban allocation funds, but possibly revenue sharing funds <br />from the state. <br /> <br /> Mr. Lynch agreed with Ms. Hamilton. <br /> Mr. Schilling asked if a budget is available and asked what is specifically <br />proposed. <br /> <br /> <br />
