He asked about the longevity expectancy and maintenance cost estimate of <br />both. <br /> <br /> Mr. Tolbert said the installation cost for brick is $30 and $20 for concrete. He <br />said he does not have anything definitive about maintenance, but estimates that it would <br />be 1.25 to 1.3 times greater cost for long term maintenance for brick. He said the <br />longevity depends on the conditions, and he said it may be close to equal. <br /> <br /> Mr. Schilling said he would favor scaling back this project by $200,000. <br /> <br /> Dr. Brown said this is a partnership with U. Va. and is the first piece of <br />development of West Main Street, and he is reluctant to see us pull back. <br /> <br /> Mr. Lynch said he would like to see if the project would be eligible for state <br />matching funds. He said we could cut the amount in half depending on the state budget. <br />He said he would like to take another look at the estimates and would like to flag this <br />issue to reconsider. <br /> <br /> Mr. Lynch said he is glad to see the proposals for the downtown mall and side <br />nd <br />streets, but is concerned that we anticipate starting with the 2 Street crossing. He said <br />he thinks that should be the last piece of the mall we work on. <br /> <br /> Mr. Tolbert said Council directed that this be done first at their work session on <br />the topic, but Council could direct otherwise. He said the plan is being put together now <br />for bricking. <br /> <br />nd <br /> Mr. Lynch said he would like to reconsider doing 2 Street. <br /> <br />rd <br /> Ms. Hamilton said she favors starting at 3 Street as there are safety issues there. <br /> <br /> Dr. Brown suggested that Council have a work session to address the order we do <br />the mall. He said he would favor keeping the money in and getting a detailed schedule <br />agreed on. He said he is most interested in the rebricking. <br /> <br /> Mr. Tolbert said a schedule can be presented to Council in the next 30 days. <br /> <br />rdnd <br /> Mr. Lynch suggested that 3 Street be done, but that staff hold off on 2 Street. <br /> <br />nd <br /> Mr. Tolbert said the 2 Street piece is not ready to move forward anyway. <br /> Regarding McGuffey Park, Mr. Lynch said that the project was bumped up <br />because the neighborhood committed to raising up to $240,000 privately. He said the <br />phrase “up to” makes him nervous. <br /> <br /> Mr. Mike Svetz, Director of Parks and Recreation, said that part of the reason the <br />project is on the top of the list is that it was started two years ago. He said the <br />neighborhood hired an landscape architect and the plan has been approved by the Board <br />of Architectural Review. <br /> <br /> Mr. Lynch said the funding should be made contingent on that amount being <br />raised by the neighborhood. <br /> <br /> Mr. Svetz said the project cannot begin until that money is raised. He said the <br />neighborhood says they will raise the funds in 6 to 12 months. <br /> <br /> Ms. Hamilton said she is surprised with this park being given priority given the <br />condition of parks on the south side of the city and the condition of our pools. <br /> <br /> <br />
