<br /> 99 <br /> Responding to a question from Mr. Schilling about the $3.4 million in the <br />Strategic Initiatives Fund, Mr. Watts said no specific projects are identified. <br /> <br /> Mr. Schilling said he would support removing $150,000 from this fund every <br />year. <br /> <br /> Mr. Lynch agreed and asked what past projects were. <br /> <br /> Mr. Watts said projects included the corridor study and infrastructure associated <br />with private projects. <br /> <br /> Mr. Caravati said he would support taking $150,000 out for one year only. <br /> <br /> Mr. Lynch said a one time reduction does not get us anywhere. <br /> <br /> Ms. Hamilton said she would support the reduction each year. <br /> <br /> Responding to a question from Ms. Hamilton about the housing initiatives fund, <br />Mr. Tolbert said it has been used to partner with Habitat for Humanities or Piedmont <br />Housing Alliance as projects come up. <br /> <br /> Mr. Lynch said he is a little concerned about the balance between funding for <br />sidewalks and drainage. He recommended shifting $100,000 from sidewalk repair to <br />citywide drainage. He said we can see how it goes this year in sidewalk repair. <br /> <br /> Mr. O’Connell said there is an annual need for sidewalk repair. <br /> <br /> Ms. Hamilton said she does not support this proposal and no other support was <br />expressed. <br /> <br /> Mr. Lynch said $100,000 is not enough for citywide drainage. <br /> <br /> Mr. Tolbert said that some of the drainage issues can be addressed with the <br />$700,000 for neighborhood CIP. <br /> <br /> Mr. Lynch recommended taking $150,000 out of street reconstruction. He said <br />we could get additional funds from VDOT. <br /> <br /> Ms. Hamilton said the report presented to Council said we need to spend a lot to <br />catch up. <br /> <br /> Mr. Schilling asked if we are anticipating a larger amount of state money, and <br />Ms. Judy Mueller, Director of Public Works, said she does not know. <br /> <br /> Mr. O’Connell said staff used the Governor’s original budget number in the <br />budget. <br /> <br /> Mr. Schilling said he would support Mr. Lynch’s proposal if we get an indication <br />prior to adoption of the budget that we will get additional state funding for this purpose. <br /> <br /> No other support was expressed for reducing street reconstruction funding. <br /> <br /> Dr. Brown said Council could revisit the issue if the state budget includes more <br />funding. <br /> <br /> Dr. Brown said that Legal Aid wants $30,000 to help with the match to help <br />renovate the Rock House. He said he would like to see us designate $30,000 for this out <br />of the CIP contingency. <br /> <br /> Mr. Lynch said it should not come out of the contingency, but out of the savings. <br /> <br /> <br />
