117 <br /> Mr. Brown noted that there are two dates referred to in the resolution. <br /> <br /> Mr. Schilling clarified that his motion was for a one year trial period and one year <br />st <br />reporting date from a May 1 opening. <br /> <br />th <br /> The Resolution Authorizing a Temporary Crossing of the Mall at 4 Street, as <br />amended above, was approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, <br />Ms. Hamilton, Mr. Schilling. Noes: Mr. Lynch. <br /> <br />APPROPRIATION <br />: FY 06-07 COMMUNITY DEVELOPMENT BLOCK GRANT <br />AND HOUSING OPPORTUNITIES MADE EQUAL (HOME) FUNDS <br /> <br /> Ms. Amy Kilroy, Planner in Neighborhood Development Services, reviewed the <br />recommendations and allocations for CDBG and HOME funds from the CDBG Task <br />Force. <br /> <br /> Mr. Lynch said it is his understanding that the Weed and Seed funding leveraged <br />more federal money. He asked if reducing the CDBG funding will reduce the grant <br />allocation and therefore have an impact on the program. <br /> <br /> Mr. Tolbert said the CDBG funds do not leverage a significant amount, and it was <br />a requirement that the salary of the director be paid with City funds. <br /> <br /> Mr. Lynch asked how Council’s priorities can be communicated to the Task Force <br />next year. He said he wants to make sure they know that Council would support funding <br />certain things such as night time bus service. <br /> <br /> Ms. Kilroy said the Task Force would like to spend more time with Council on <br />what they would like to see prior to next year’s funding. <br /> <br /> Ms. Hamilton expressed concern about comments made about AHIP by Mr. <br />Mason. She said some of their work is excellent, but the images she saw today left her <br />with concern. She said given the level of support from the City we have a right to expect <br />quality control. She asked about the inspection process. <br /> <br /> Ms. Kilroy inspections are done by the Housing Authority, Neighborhood <br />Development Services, AHIP staff, and the homeowner. She said no money is paid out <br />until these inspections are done. <br /> <br /> Mr. Caravati asked about the guarantee period, and Ms. Kilroy said one year. <br /> <br /> Mr. Lynch suggested that Council give AHIP an opportunity to respond to the <br />concerns expressed. <br /> <br /> Mr. Tolbert said he will provide Council with more information on this situation <br />prior to the second reading of the appropriation. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the Appropriation of FY 06- <br />07 CDBG and HOME funds was offered and carried over to the next meeting for <br />consideration, contingent on receipt of more information about AHIP. <br /> <br />RESOLUTION <br />: BUCKINGHAM BRANCH RAILROAD – SUPPORT FOR STATE <br />FUNDING <br /> <br /> Mr. O’Connell said that Buckingham Branch Railroad has asked Council to <br />support their state funding request for $4.35 million for major maintenance. He said they <br />operate 3.5 miles of track in the City. He said he had a call about Buckingham Railroad <br />storing engines in the City. <br /> Mr. Lynch said this item was deferred in part because he wanted to contact them <br />about the use of their rail for passenger rail service. He said that could be an alternate to <br />the street car if we could use these rails. He said he talked to Mr. Wilson of Buckingham <br />Railroad, and while he said he is not in a position to make any promises, he said he <br /> <br />
