108 <br /> Ms. Tammy Londeree, 813 Locust Avenue, said she was sorry about the lack of <br />support for the Mews project on Little High Street at the last Council meeting. She said <br />she suffers from post-traumatic stress syndrome and people with mental illnesses are <br />stigmatized by society. She said people need to be treated with fairness, compassion and <br />respect. She said the Mews project is a solution to an existing housing problem. <br /> <br /> Mr. Raymond Mason, 717 Cynthianna Avenue, expressed serious concerns about <br />AHIP. He said he thinks the CDBG funds they get are misused and poorly spent. He <br />said their construction work is awful and an outside party needs to see what is going on. <br /> <br /> Mr. Jim Moore, 1213 Hazel Street, asked what the annual tax levy is. He said it is <br />required to be advertised, but he feels there is confusion about it. He said the <br />advertisement must state that it is an increase. <br /> <br />CONSENT AGENDA <br /> <br />th <br /> Mr. Schilling removed approval of the minutes of March 9 from the consent <br />agenda. <br /> <br /> Mr. Lynch asked that the Newsstand lease be discussed immediately after the <br />consent agenda. <br /> <br /> Mr. Caravati removed the Resolution Amending the Special Use Permit for <br />Martha Jefferson House from the consent agenda. <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Lynch, the following consent <br />agenda items were approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. <br />Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />a. Minutes of March 17 and 20 <br /> <br />nd <br />APPROPRIATION <br />b. : $3,381.58 – Bulletproof Vest Grant (2 reading) <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, that <br />the sum of $3,381.58 received as a grant from the U. S. Department of Justice is hereby <br />appropriated to the following cost center for the purpose of reimbursement of bulletproof <br />vest expenditures.
