4 <br /> <br /> Ms. Hamilton said that she understands that one issue with old thermostats is that <br />they contain mercury, and Ms. Mueller said that is correct and citizens are required to <br />bring in their old ones when they are given a rebate. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Hamilton, the ordinance entitled <br />“AN ORDINANCE TO AMEND AND REORDAIN CHAPTER 31 (UTILITIES) OF <br />THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, <br />RELATING TO UTILITY RATES AND SERVICE FEES” was offered and carried over <br />to the next meeting for consideration. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: ZONING FEE INCREASES (AS REFLECTED <br />IN APPROVED BUDGET) <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that this <br />ordinance will formalize the fee increases that were approved in the budget. He said that <br />the City cannot make money on the fees, but can cover its costs. He noted that BAR fees <br />for homeowners has been reduced and a new fee for a certificate of occupancy for <br />existing buildings has been added. He said these fees are in line with those in Albemarle <br />County. <br /> <br /> Responding to a question from Mr. Schilling, Mr. Tolbert said the $60 fee is for a <br />change of occupancy in an existing building or could be for a conversion when someone <br />reoccupies the building. <br /> <br /> Mr. Schilling asked about the number of new housing units anticipated in the <br />coming year, and Mr. Tolbert said approximately 300 single family and 1,200 multi- <br />family apartments and condominiums. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. Tolbert said that the fees for a <br />certificate of occupancy that are being reduced are for smaller projects such as alterations <br />to homes. <br /> <br /> Mr. Lynch noted that the fee for PODS was set by Council at $25.00 and said that <br />should be reflected in this ordinance. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Caravati said he believes the fees are in order and the rationale for them is <br />wise. He made a motion to approve the ordinance and Ms. Hamilton seconded the <br />motion. <br /> <br /> The ordinance entitled “AN ORDINANCE APPROVING AND ADOPTING A <br />SCHEDULE OF FEES PURSUANT TO CITY CODE 34-10(a) APPLICABLE TO <br />VARIOUS SERVICES AND FUNCTIONS ADMINISTERED BY THE CITY’S <br />DEPARTMENT OF NEIGHBORHOOD DEVELOPMENT SERVICES, RELATED TO <br />APPLICATIONS, PETITIONS, INSPECTIONS, PERMITS AND APPROVALS <br />REQUIRED BY THE CITY’S ZONING ORDINANCE, SUBDIVISION ORDINANCE, <br />WATER PROTECTION ORDINANCE AND ORDINANCES RELATING TO THE <br />USE AND OCCUPANCY OF CITY STREETS AND RIGHTS-OF-WAY” was offered <br />and carried over to the next meeting for consideration. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: LEASE FOR DISCOVERY MUSEUM <br />CAROUSEL <br /> <br /> Mr. Aubrey Watts, Chief Operating Officer for the City, noted that Council was <br />sent a revised lease that changes the starting date, maintenance requirements, and rent. <br /> <br /> Mr. Tolbert said that a small antique carousel is proposed for the mall which has <br />been donated to the Virginia Discovery Museum.
