<br /> 13 <br /> <br /> Mr. Lynch said the precedent being set is that the logo should not overwhelm the <br />sign. <br /> <br /> Mr. Lynch’s motion failed by the following vote. Ayes: Mr. Caravati and Mr. <br />Lynch. Noes: Dr. Brown and Mr. Schilling. Absent: Ms. Hamilton. <br /> <br /> Mr. Brown noted failure of the motion means that Council has not taken action on <br />the appeal. He said Council can take other action or could defer the appeal until all five <br />Councilors are present. <br /> <br /> Mr. Schilling made a motion to approve the sign as submitted with brushed <br />aluminum for the logo, but it died for lack of a second. <br /> <br /> Dr. Brown suggested that the issue be brought back at the next meeting. <br /> <br />RESOLUTION <br />: AUTHORIZING $15,000 FOR SUMMER YOUTH MENTORING <br />PROJECT <br /> <br /> Dr. Brown said discussions have been held about the need to have a mentoring <br />program to develop job skills. <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, explained that a planning <br />th <br />committee was established to develop the program which will be offered to rising 9 <br />th <br />through 12 graders. He said 18 stipends will be paid for students to work 20 hours per <br />week. She said a coordinator will be hired to oversee the program and mentors will be <br />City employees. She said the program will last six weeks. She said funding is proposed <br />to come out of Council reserve. <br /> <br /> Responding to questions from Mr. Caravati, Ms. Small-Toney said it is hoped that <br />teachers will apply for the coordinator position. She said that income will be taken into <br />consideration for selection of the students, but it will not be the most important <br />consideration. <br /> <br /> Mr. Lynch asked if employers outside of City government have been looked at. <br /> <br /> Ms. Small-Toney said that students will be asked what they would be interested in <br />doing. <br /> <br /> Dr. Brown said that the planning group did not come up with a clear model. He <br />said if it is successful we can see if there are other employers who can be involved next <br />year. <br /> <br /> Mr. Lynch said he supports the idea, and asked if we could make the stipend <br />available to the private sector. <br /> <br /> Ms. Small-Toney said that if a student is interested, we will try to contact <br />someone to accommodate that interest. <br /> <br /> Mr. Lynch suggesting using someone for the coordination position that is already <br />working with kids. <br /> <br /> Ms. Small-Toney said it will be open to them as well. She said we will have to <br />see if we can get someone at the budgeted level. <br /> <br /> Mr. Caravati said it would be smart to have some general criteria for the students <br />such as lower income, etc. He asked about outcome measures. He said he will support <br />the proposal. He said most cities have programs such as this. Mr. Caravati made a <br />motion to approve the proposal, and asked that Council be given the criteria for students <br />and outcomes measures. <br /> <br /> <br />
