Absent: Ms. Hamilton. <br /> <br />BE IT RESOLVED <br />by the Council of the City of Charlottesville, Virginia that <br />the sum of $15,000.00 is hereby transferred from the Council Reserve Account (Fund <br />105, Cost Center 1011001000, G/L Code 540120) to support the student stipends and <br /> <br />expenses of the 2006 Summer Enrichment Program. <br /> <br />nd <br />ORDINANCE <br />: UTILITY RATES (2 reading) <br /> <br /> Mr. O’Connell noted that responses to Councilors’ questions have been provided. <br /> <br /> Mr. Caravati asked if the funding for City Link has any impact on the rate <br />increase. <br /> <br /> Mr. O’Connell said that the original City Link budget three years ago had an <br />impact on the rates, but what is proposed for City Link is the same level of funding, and <br />while it is an expense, it is not an increase. Mr. O’Connell said that loans to fund City <br />Link from utilities are being paid back. <br /> <br /> The ordinance entitled “AN ORDINANCE TO AMEND AND REORDAIN <br />CHAPTER 31 (UTILITIES) OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1990, AS AMENDED, RELATING TO UTILITY RATES AND SERVICE FEES,” <br />th <br />which was offered at the May 15 meeting, was approved by the following vote. Ayes: <br />Dr. Brown, Mr. Caravati, Mr. Lynch. Noes: Mr. Schilling. Absent: Ms. Hamilton. <br /> <br />PUBLIC <br /> <br /> Mr. Blair Hawkins, 614 Rockcreek Road, said that Tom Frederick has built trust <br />and goodwill. He said he supports expanding Ragged Mountain reservoir. He said the <br />land is not park land, but was purchased to provide water. Mr. Hawkins thanked Mr. <br />Schilling for his service on Council. <br /> <br /> Mr. Rydell Payne said he was encouraged by Ms. Hamilton to put a proposal <br />before Council for Abundant Life Ministries’ Father’s Day Festival. He said this is not <br />unlike other programs being funded by the City. He said he is confused about how <br />Council is making decisions. He said Congress encourages the federal government to <br />partner with faith-based organizations. He said he is seeking to do that on Prospect <br />Avenue. He said he would like to get more guidance in the future about funding <br />Abundant Life Ministries and he hopes he can continue to work together with the City. <br /> <br /> Ms. Naomi Roberts asked why so much is being funded from utilities for City <br />Link and why we are paying more for utilities. She asked what people on fixed incomes <br />are going to do. She said could not money have been better taken from other areas. She <br />said she hates to see Mr. Schilling leave. She said he has not missed one Council <br />meeting. She said she hopes Council will listen to citizens. <br /> <br />OTHER BUSINESS <br /> <br />thth <br /> Dr. Brown asked if Council wants to look into the issue of naming the 9/10 <br />Street Connector. <br /> <br /> Mr. Caravati said that several years ago neighbors proposed another name for the <br />street, but since that time the issue has died away. He said Council should talk to people <br />on the street. He said it will cost people money to change the name of the street. He said <br />he sees the street as going from Cherry Avenue to Preston Avenue. <br /> <br /> <br />
