<br /> 15 <br /> Mr. Lynch said he would like to see us come up with some name, and said we <br />should be as inclusive as possible in the decision making process. He said he would be <br />concerned about going too far in the name change as it would change the address for <br />th <br />everybody who lives on 10 Street. <br /> <br /> Mr. O’Connell provided Councilors with a proposal to look at the stormwater <br />program. He said a work session is proposed for September, and he asked if someone on <br />Council is interested in working on the team. <br /> <br /> Mr. O’Connell presented the six month policy agenda. <br /> <br /> Mr. O’Connell said that there is a community group working on the pandemic flu <br />issue. <br /> <br /> Mr. Lynch said he wanted to respond to questions raised by Mr. Payne. He said <br />the City is supporting Abundant Life Ministries in a lot of different projects, but he thinks <br />that staff’s conclusion is right about the proposal for the Father’s Day Festival. He said <br />we have to be mindful of the separation of church and state. He said when we fund <br />programs about the City’s mission it is more appropriate. <br /> <br /> Mr. Lynch said he thinks the proportion used for City Link from the utilities is <br />appropriate. He said utility billing was a principle driver of the need to put the system in <br />in the first place. He said it is important to remember that we are also talking about a <br />wider base of customers, including commercial and Albemarle County customers. He <br />said the burden on City taxpayers is less than it would be if it was paid out of general <br />taxes. He said the main cost is simply employees. He noted that City utilities are not <br />making a profit while other utilities do. <br /> <br /> Referring to funding of the Father’s Day Festival, Mr. Caravati said that one <br />primary responsibility of Council is to follow the law, and he read applicable portions of <br />the State Code that deal with funding of religious organizations. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ _____________________________ <br />President Clerk <br />
