She said the intent is to
replace the mortar and we must adhere to certain standards and techniques.

Responding to a question from Ms. Hamilton, Ms. Small-Toney said there is a
contingency of $172,150 and sufficient money in the account for repointing of the brick
as recommended.

Responding to a question from Ms. Hamilton, Mr. Mike Mollica, Capital Projects
Coordinator, said that because of the historic designation the qualifications as well as the
price for the work can be weighed.

Mr. Lynch said he is glad that we are going forward, but is concerned about the
amount of money. He said the assumption is that we will do this as a tax credit job,
which he is hearing involves a lot of red tape and expense. He said if that is true, why is
the additional cost being incurred. He asked would the cost be less if we do not go for
tax credits. He said he would like to hear more from masons who have done this kind of
work before. He asked why every joint needs to be done, which he said seems over the
top.

Mr. Jim Boyd, Heyward Boyd Architects, said there are three different mortars
and all the mortar has eroded, but there is probably some that could be preserved. He
said there are very few masons locally with the scale of crew necessary to do this project.
