6 <br />He said Park Service guidelines are very different than what one would do in their own <br />residence. He said he thinks the numbers are valid. <br /> <br /> Mr. Lynch asked how many man hours are anticipated, but Mr. Boyd said the cost <br />estimate is based on a square footage cost. <br /> <br /> Mr. Caravati asked if it is urgent to do the work now. <br /> <br /> Mr. Boyd said there is no evidence of structural failure, and perhaps it could be <br />delayed, but it would probably not save money to wait. <br /> <br /> Mr. Caravati asked about abatement of asbestos, and Mr. Boyd said he is not <br />aware of any because of this project. <br /> <br /> Mr. Lynch said that scaffolding is expensive, and asked if the work could be done <br />with lifts. <br /> <br /> Mr. Boyd said the problem with lifts is they move around. <br /> <br /> Mr. Mollica said it is possible some of the work could be done with lifts, but that <br />would be left to the masons doing the work. <br /> <br /> Mr. Boyd said that historic pointing work involves cleaning the brick, repointing <br />the brick, then cleaning the bricks again. <br /> <br /> Mr. Lynch asked what the difference is cost would be if we do not go for tax <br />credits. <br /> <br /> Ms. Hamilton said that the issue is not whether we go for tax credits. The issue is <br />the fact that Jefferson School is a National Historic site. <br /> <br /> Ms. Small-Toney said the benefit of tax credits is it assures that the school will be <br />preserved as it was. <br /> <br /> Mr. Lynch expressed concern about the cost. <br /> <br /> Dr. Brown asked about the value of the tax credits, and Ms. Small-Toney said an <br />estimated $8 million. <br /> <br /> Mr. Lynch said at some point a level of pragmatism has to take over. Mr. Lynch <br />suggested that we not move on the recommendation until we get further along with the <br />management group. He said the building is not in immediate danger. He said he would <br />feel more comfortable talking with local masons who have done this kind of work. He <br />said we need to make sure we are on board for the whole $30 million project. <br /> <br /> Dr. Brown said he agrees we need to move forward with getting the management <br />group appointed, and we probably need to move on with this project, but he would <br />support having the management board be involved in this decision. <br /> <br /> Ms. Hamilton said that the management group is expected to be appointed in July <br />so it will only be a delay of a month. <br /> <br />APPEAL <br />: BAR DECISION RE: SIGN FOR MELTING POT <br /> <br /> Dr. Brown said the process for all of the BAR appeals will involve a brief <br />presentation by staff, the applicant, and a representative of the BAR. <br /> <br /> Mr. Brown said that this issue is back before Council because there was no <br />majority decision at the last meeting. <br /> <br /> <br />
