7
Ms. Mary Joy Scala, Planner in Neighborhood Development Services, said that
the sign minus the logo was approved by the BAR. She said that the BAR also approved
a comprehensive sign plan for the entire building.

Mr. Allen Twedt, Holiday Signs, representing the owner of the Melting Pot, Chad
Hornig, said the appeal is being made to allow the use of the logo with letters. He said he
agrees with Mr. Lynch’s motion at the last meeting to allow the logo if it is brushed
aluminum as long as black detail could be used.

Responding to a question from Mr. Caravati, Mr. Twedt said that when the
application was originally made he understand that the sign was approved minus the logo,
but was taken off guard because he did not think the 25 square foot restriction applied to
them. He sign the sign without the logo is 25 square feet, and with the logo is 28 square
feet. He said he cannot do the halo lighting for a smaller sign.

Ms. Amy Gardner, BAR member, said she spoke with Chad Greer at the
corporate office of the Melting Pot, and presented him with a compromise of keeping the
sign at 25 square feet and having it appear on one line, with the logo brushed aluminum,
back lit with halo lighting. Ms. Gardner said the corporate representative seemed
comfortable making the sign all one color.

Mr. Lynch said that seems like a reasonable compromise.

Mr. Chad Hornig, owner of the Melting Pot, said that the sign with the words all
on one line looks very linear and the other design looked good in the space. He said he
does not think the linear look will go as well in the space.

Responding to a question from Ms. Hamilton, Mr. Brown said that the applicant
can challenge Council’s decision to the Circuit Court.

Mr. Lynch made a motion to approve the resolution prepared by Mr. Brown
which would allow a 25 square foot sign consistent with the sign plan for the building,
with the logo allowed, and the color being brushed aluminum. He said this will leave the
decision about whether to use the linear look or original design up to the applicant.

Mr. Schilling seconded the motion and the resolution was approved by the
following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling.
Noes: None.

WHEREAS
, at the request of the property owner the Board of Architectural
Review (“BAR”) has approved a comprehensive signage plan for the Holsinger Building
th
located at 112 5 Street, S.E.; and,

WHEREAS
, the approved plan allows three wall signs on the building’s Water
th
Street side, each with a maximum size of 25 square feet; one wall sign on 5 Street, S.E.;
th
three projecting “tenant” signs on Water Street; and two projecting “tenant” signs on 5
Street; and,

WHEREAS
, the certificate of appropriateness approved by the BAR for the
Melting Pot Restaurant provided that a proposed logo for the business could not be
included on the wall sign; and,

WHEREAS
, the owner’s representative has appealed the BAR’s decision with
respect to The Melting Pot’s wall sign to City Council; and,

WHEREAS
, after due consideration of the views of the BAR, City staff and the
owner’s representative as presented at the City Council meeting of June 5, 2006; of the
adopted Design Guidelines for new construction in an historic district; and the City’s
Historic Preservation and Architectural Design Control Overlay District ordinances (City
Code sec. 34-271 et seq.), including those governing construction and alterations (City
Code sec. 34-276), the City Council does hereby find:
