4 <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the Continuing <br />Appropriations from FY 06 to FY 07 was offered and carried over to the next meeting for <br />consideration. <br /> <br />REPORT/RESOLUTION <br />: RIVANNA RIVER BASIN COMMISSION <br /> <br /> Mr. Ridge Schuyler, Director of the Piedmont Program, Nature Conservancy of <br />Virginia, said that creation of the Rivanna River Basin Commission was authorized in <br />2004. The Commission’s first duty is to develop a watershed management plan to <br />maintain flow conditions to protect in-stream beneficial uses and public water supplies <br />for human consumption. The Commission will also undertake studies and prepare, <br />publish and disseminate information. The four localities that have a majority of their <br />lands within the Rivanna River watershed are Albemarle, Fluvanna, Greene and <br />Charlottesville. Mr. Schuyler said that $450,000 has been raised privately which the <br />Natural Conservancy hopes to match with federal and state grants. <br /> <br /> Mr. Norris said he supports the goal of the Commission. He asked how it will fit <br />in with other bodies and avoid duplication. <br /> <br /> Mr. Schuyler said that it will create a yolk to pull localities in the same direction, <br />and will be a unifying, umbrella organization. <br /> <br /> Mr. Lynch said this is a great effort. He said sedimentation is the major issue for <br />Charlottesville and Albemarle County, and the work of the Commission may help to <br />delay spending money on additional water storage infrastructure. <br /> <br /> Mr. Schuyler said the focus will be on how to stop sedimentation in the first <br />place. <br /> <br /> Ms. Hamilton asked to the degree that sedimentation is linked to development, <br />particularly in Albemarle and Greene, how will the Commission work to get their <br />recommendations adopted. <br /> <br /> Mr. Schuyler said we need to first figure out what practices work, then decide <br />how to get them implemented. He said we need a common set of facts. <br /> <br /> Mr. O’Connell noted that the legislation authorizing the creation of the <br />Commission is far broader than what has been outlined. <br /> <br /> Mr. Schuyler said the Commission may want to focus their efforts even though <br />the legislation is broader. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the Resolution agreeing for <br />the City to become a member of the Rivanna River Basin Commission was approved by <br />the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. <br />Taliaferro. Noes: None. <br /> <br />WHEREAS <br /> all of the City of Charlottesville lies in the Rivanna River watershed; <br />and <br /> <br />WHEREAS <br /> City Council has adopted a 2020 Vision which seeks to make <br />Charlottesville “a distinctive, world class, small city by … [r]eaching across <br />jurisdictional lines for regional progress” and “[s]ustaining our natural resources and <br />enhancing the quality of our natural and built environment;” and <br /> <br />WHEREAS <br /> the statute authorizing the creation of the Rivanna River Basin <br />Commission establishes a framework that will allow the City of Charlottesville to <br />advance these 2020 Vision goals as well as address water quality Issues/Goals and <br />Objectives as set forth in its Comprehensive Plan; <br /> <br /> <br />
