5
NOW THEREFORE BE IT RESOLVED
that the City Council of this
jurisdiction hereby agrees to become a member of and participate in the Rivanna River
Basin Commission as described in Chapter 5.6 (§62.1-69.45 et seq.) of Title 62.1 of the
Code of Virginia.

RESOLUTION
: REVISIONS TO CITY/COUNTY JOINT AGREEMENT RE:
COMMISSION ON CHILDREN AND FAMILIES

Ms. Gretchen Ellis, Executive Director of the Commission on Children and
Families, explained that Council is being asked to authorize an amendment to the
Commission’s charter to add the Albemarle County and Charlottesville Police Chiefs,
Directors of Parks and Recreation, and School Board members to the Commission, to
allow appointments by positions rather than by name, and to allow representatives of the
County Executive’s Office, City Manager’s Office and United Way to be voting
members.

Responding to a question from Mr. Lynch, Ms. Ellis said that currently
Commission employees are City employees even though they are housed at Albemarle
County. She said no increase in staff is being requested.

On motion by Mr. Taliaferro, seconded by Mr. Lynch, the Resolution Revising
the City County Joint Agreement re: Commission on Children and Families was
approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr.
Norris, Mr. Taliaferro. Noes: None.

PUBLIC

Mr. Peter Kleeman, 407 Hedge Street, said he expects that Council will treat
citizens fairly, and he suggested that Councilors also be treated fairly. He recommended
that Council consider giving fair compensation to Council Members, and recommended
that they receive the maximum salary allowed by the State.

Ms. Colette Hall, 101 Robertson Lane, said that water conservation is important,
and she believes that in the near future water will be our main concern.

Ms. Tatiana Patton, 2209 Jefferson park Avenue, thanked Mr. Schuyler for his
report. She said she hopes the public was listening.

Ms. Naomi Roberts, 1140 St. Clair Avenue, concurred that we need to look at
water conservation, and hopes we will work with the County. She said the Council
should look into Police Department salaries as supervisors have not been upgraded in
years.

Ms. Tammy Launderee asked that Councilors speak louder.

OTHER BUSINESS

Mr. Lynch said that it may be helpful for Council to have a work session on the
Meadowcreek Parkway interchange. He said if the Parkway and interchange are
considered separate projects, we could just consider the interchange independent of the
Parkway. He said Council could discuss where we are in the project and with the
conditions.

Mr. Taliaferro said he believes we still have a problem with supervisor salaries in
the Police and Fire Departments.

Mr. O’Connell said that a number of adjustments have been made. He said a city-
wide committee has being looking at overall strategic issues.

Mr. Lynch said that public safety salaries have constituted the bulk of recent
increases.
