3 <br /> Ms. Sue Chase, Batesville, a member of the Charlottesville Center for Peace and <br />Justice, urged Council to pass the Climate Protection Agreement resolution and make <br />Charlottesville a model city. She presented 1330 signatures in support of the Agreement. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said he was told that there is an agreement <br />that City Hall close at 5:00 p.m. on days of Pavilion events, but he does not see anything <br />in the contract about that. Mr. Kleeman said he thinks the Pavilion is encroaching on <br />City Hall and the Free Speech area. He urged Council to review the arrangement with <br />the Pavilion and allow the public to use public space. He suggested that pins be put in to <br />clearly delineate the area the Pavilion can use on the mall. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Norris removed the Ordinance Extending the Technology Zone Incentive <br />Program from the consent agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the following consent <br />rd <br />agenda items were approved by the following vote, with the minutes of July 3 amended <br />by Mr. Lynch. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />a. Minutes of July 3 <br /> <br />APPROPRIATION <br />b. : $399,192 – Grant Funds for Downtown Transit <br />nd <br /> Station (2 reading) <br /> <br />WHEREAS <br />, Federal (Federal Transit Administration) and State (Virginia <br />Department of Rail and Public Transportation) Grant funds have been awarded to the <br />City of Charlottesville through the Transit Division in the amount of $399,192; and: <br /> <br />WHEREAS <br />, expenditure of these grant funds requires a City match of $74,908, <br />which is represented by the value of the City land contributed to the project. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia that the following is hereby appropriated in the following <br />manner, contingent upon receipt of the grant funds: <br /> <br />Revenue <br />$379,280 Fund: 426 WBS: P-00206 G/L Account: 431010 <br />$19,912 Fund: 426 WBS: P-00206 G/L Account: 430110 <br /> <br />Expenditures <br />$399,192 Fund: 426 WBS: P-00206 G/L Account: 599999 <br /> <br />APPROPRIATION <br />c. : Continuing Appropriations from FY 06 to FY 07 <br />nd <br /> (2 reading) <br /> <br />WHEREAS <br />, the City of Charlottesville will have accounts with unexpended balances as <br />of June 30, 2006 that are continuing in nature, <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia, that a continuing appropriation is hereby granted for the <br />following accounts: <br /> <br />1011001000 Council Reserve - $18,478.22 <br />This unspent money will be used to cover funding commitments Council wishes <br />to make during FY 2007. <br /> <br />2000006 Police Explorer Post #606 - $2,420.81 <br /> <br />These unexpended revenues will be used to support the Police Department’s Explorer <br />Post for youths who are potentially interested in a career in law enforcement. These <br />young people also assist with the City’s bicycle safety program. <br /> <br />
