3 Ms. Sue Chase, Batesville, a member of the Charlottesville Center for Peace and Justice, urged Council to pass the Climate Protection Agreement resolution and make Charlottesville a model city. She presented 1330 signatures in support of the Agreement. Mr. Peter Kleeman, 407 Hedge Street, said he was told that there is an agreement that City Hall close at 5:00 p.m. on days of Pavilion events, but he does not see anything in the contract about that. Mr. Kleeman said he thinks the Pavilion is encroaching on City Hall and the Free Speech area. He urged Council to review the arrangement with the Pavilion and allow the public to use public space. He suggested that pins be put in to clearly delineate the area the Pavilion can use on the mall. CONSENT AGENDA Mr. Norris removed the Ordinance Extending the Technology Zone Incentive Program from the consent agenda. On motion by Mr. Lynch, seconded by Ms. Hamilton, the following consent rd agenda items were approved by the following vote, with the minutes of July 3 amended by Mr. Lynch. Minutes of July 3 APPROPRIATION b. : $399,192 – Grant Funds for Downtown Transit nd Station (2 reading) WHEREAS , Federal (Federal Transit Administration) and State (Virginia Department of Rail and Public Transportation) Grant funds have been awarded to the City of Charlottesville through the Transit Division in the amount of $399,192; and: WHEREAS , expenditure of these grant funds requires a City match of $74,908, which is represented by the value of the City land contributed to the project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the following is hereby appropriated in the following manner, contingent upon receipt of the grant funds: Revenue $379,280 Fund: 426 WBS: P-00206 G/L Account: 431010 $19,912 Fund: 426 WBS: P-00206 G/L Account: 430110 Expenditures $399,192 Fund: 426 WBS: P-00206 G/L Account: 599999 APPROPRIATION c. : Continuing Appropriations from FY 06 to FY 07 nd (2 reading) WHEREAS , the City of Charlottesville will have accounts with unexpended balances as of June 30, 2006 that are continuing in nature, NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that a continuing appropriation is hereby granted for the following accounts: 1011001000 Council Reserve - $18,478.22 This unspent money will be used to cover funding commitments Council wishes to make during FY 2007. 2000006 Police Explorer Post #606 - $2,420.81 These unexpended revenues will be used to support the Police Department’s Explorer Post for youths who are potentially interested in a career in law enforcement. These young people also assist with the City’s bicycle safety program.
